As a result, Astrid Widmann's 30%-position in Höfingen was replaced by a full-time 100%-position to further expand district work.

In addition, district coordinators will now be directly supervised by the Samariterstift at the town hall – a step intended to strengthen coordination and transparency. The Samariterstift remains the central provider of district work, while the city of Leonberg provides human resources and coordinates projects.

These personnel changes and structural adjustments demonstrate how the administration is responding to the fact that district work is not only the responsibility of coordinators, but rather requires a comprehensive municipal concept that includes cooperation, networks, and civic engagement.

Financial Decisions and Budget Planning

Financial and budget planning is a central aspect of governance in Leonberg. In March 2026, several financial measures were approved to address deficits and enable investments. A proposal was made to cover the deficit in the building management sub-budget for 2025 with 500,000 EUR from the youth, family, and school development budget.

The funding for the construction of Padel courts by the SV Leonberg/Eltingen e.V. was also finalised, with the city covering 40% of the eligible costs. Since the application was submitted after the 2026 budget announcement, the payment will only take place in 2027. This illustrates the challenges of timely budget planning and investment management in the municipality.

In addition, the installation of a barrier-free, cashless parking control system in the Bahnhof car park was decided upon. With an investment of 28,000 EUR, the system is planned to be operational in May/June 2026. The administration will also be tasked with developing an updated fee regulation that meets the requirements of a modern, digital parking environment.

District Work and Civic Engagement

District work in Leonberg is another central topic of governance. It is designed as part of the municipal provision of basic services and aims at social inclusion, integration, and networking. In Höfingen and Leonberg-Mitte, several projects have already been implemented, such as the "Autumn Magic" event or the "Share It Hoffloh Market", which are both intergenerational and community-oriented.

The city also supports the establishment of a WhatsApp community and a swap shelf in the Leo-Center to increase visibility and networking within the districts. Although some projects, such as the planned flea market, remained unimplemented, civic engagement in Leonberg remains vibrant and diverse.

In the future, the focus will increasingly be on strengthening voluntary engagement and further connecting existing networks. This includes cooperation with primary schools, kindergartens, church communities, and other local partners, which already play a key role today.

The realignment of district work, personnel changes in the administration, and investment planning show that Leonberg is actively working on its future development.
