Climate Protection in Jena – March 2026: Implementation Steps, Challenges and Networking

In March 2026, the city of Jena set new priorities in the implementation of its Climate Action Plan. Numerous measures were further developed, new projects initiated, and the Climate Protection Agency firmly established as a central actor. The focus lay on energy efficiency, the transition in transport, and sustainable consumption. However, financial and legal bottlenecks remain challenges.

Jena Climate Action Plan: March 2026 in Focus

Since 2023, the city of Jena has been pursuing the target course of "climate neutrality by 2035." March 2026 marks a decisive milestone in the implementation of the Climate Action Plan, which includes 73 measures across seven thematic areas. In Thuringia, Jena is a pioneer in climate protection policy—not least through the establishment of the Climate Protection Agency Jena gGmbH in 2025. March brought both progress and challenges, which are analyzed in detail below.

Progress in Energy and Building Policy

A central area of the Climate Action Plan is the renovation of the building stock. Here, the Stadtwerke Jena (SWEJ) and the municipal housing company jenawohnen are setting concrete priorities. Pilot PV installations have been built on WBS70 standard buildings, and a renovation schedule for the municipal building stock is in its final phase. In addition, the installation of photovoltaic systems on municipal rooftops is well advanced.

Another focus was the development of a heat network strategy, which was completed in May 2025. The use of river heat from the Saale and waste heat from the central sewage treatment plant in Jena-Zwätzen are in planning. In addition, a monitoring tool called "Climate View" is expected to be introduced in the fourth quarter of 2026 to provide transparent progress reporting.

Despite these advances, challenges remain, particularly in the financing of renovation measures. For example, there is still no budget for a large-scale building renovation campaign. In addition, missing certifications for tenant PV balcony mounting systems remain an obstacle.

Mobility Transition in Jena: Speed and Strategy

The transition in transport is another key topic. In Jena, 30 km/h zones are being expanded, and the prioritization of pedestrian and cycling traffic as well as public transport at traffic lights is in planning. By mid-2026, two additional electric minibuses are planned for the tram system, and the electromobility campaign is being intensified.

Another highlight is the expansion of car-sharing offers and the planned introduction of charging stations on municipal parking lots. In addition, a pilot project on digital heating control in existing buildings is being carried out. Nevertheless, the prioritization of cycling and pedestrian traffic in implementation is still not consistent enough, which has drawn criticism in public discourse.

Climate-Friendly Lifestyles: From Foodsharing to Repair Cafés

In the thematic area of "Climate-Friendly Lifestyles," Jena is focusing on initiatives such as the Foodsharing Café, Repair Cafés on the recycling center, and the promotion of community gardens. The city also supports regional products and projects such as "1000 Flowers for Jena" to strengthen biodiversity.

Another highlight is the founding of the Climate Protection Agency Jena gGmbH, which serves as a central point of contact for low-threshold information and advice. The agency regularly organizes citizen meetings and cooperates with regional initiatives. In addition, it plans a "Market Rally" and farm tours to raise awareness of regional value creation.

Challenges and Open Issues

Despite the extensive measures, challenges remain. For example, measures such as the creation of a municipal heat plan or the development of a regional hydrogen strategy have not yet begun due to political and legal uncertainties. The implementation of a PV carport requirement for commercial parking areas is also in the review phase, and the funding of a climate service office for businesses is not yet secured.

In the area of electromobility, the charging infrastructure is still lagging behind expectations. Although expansion is planned, the implementation is proceeding slower than expected. In addition, there is a lack of a clear strategy for substituting natural gas with hydrogen, although the material testing has already been completed.

Outlook: Monitoring and Evaluation

March 2026 was an intense month for climate policy in Jena. With the monitoring tool "Climate View" and the planned evaluation of the Climate Action Plan in 2026, the city will review and adjust its course. The Climate Protection Agency will continue to play a central role, particularly in networking with citizens, businesses, and regional partners.

The challenges, especially in the areas of financing and political framework conditions, remain. However, with the city's strong will and the involvement of the population in projects such as Repair Cafés or Foodsharing Cafés, Jena has good prerequisites to achieve climate neutrality by 2035.
