In March 2026, two significant meetings took place that made far-reaching decisions on the city's financial policy. Particularly noteworthy are the changes to the special usage fee ordinance, the quarterly report of the IT municipal enterprise Kommunale Informationstechnik und Telekommunikation (KITT), and the report on funding programs from the federal and state levels. These decisions reflect the challenges and opportunities of municipal financial policy.

Changes to the Special Usage Fee Ordinance

In March 2026, the Finance Committee approved the 10th amendment to the special usage fee ordinance. The aim of the adjustment is to encourage companies to provide additional bicycle parking facilities, particularly in inner-city areas.

The fees for bicycle racks with integrated advertising were reduced. The permissible advertising area was increased from 0.5 m² to 1 m². Bicycle racks without advertising remain exempt from fees. Additionally, the fee calculation for carsharing and vehicle-sharing parking spaces was adjusted to align with the parking fee ordinance.

These measures are part of a strategic redesign of the urban space with the goal of using public transport space more efficiently while increasing the attractiveness of the city center. The changes signal a clear commitment to greater flexibility and innovation in urban development.

Quarterly Report of the IT Municipal Enterprise KITT

Another central topic was the Quarterly Report III/2025 of the municipal enterprise Kommunale Informationstechnik und Telekommunikation (KITT). The report showed that the IT budget has not yet been fully utilized. In the third quarter of 2025, the result amounted to around 344 TEUR, significantly below the planned 791 TEUR. At the same time, turnover revenue of 9.4 million EUR was well below the planned 14.8 million EUR.

The budget freezes since June 2025 caused delays in non-essential projects. Planned investments did not materialize, resulting in write-offs amounting to 76.3 % of the planned value. In addition, the introduction of MS 365 was postponed to the second quarter of 2026. Personnel costs were below plan, as not all positions were filled.

The report highlights the challenges KITT is facing: lack of planning security, absence of joint procurement processes, insufficient staffing, and operational difficulties in accounting processes. At the same time, it shows that the municipal enterprise remains on track and financially stable.

Funding Report: Opportunities for the Municipal Budget

Another important topic was the report on funding programs from the federal government and the Free State of Thuringia. The Mayor was tasked with submitting a comprehensive report on current funding and financing opportunities by the end of the second quarter of 2026. This report should also include concrete projects already included in the budget and economic plans.

A central project mentioned in the reports is the Smart City Project Jena. Jena will receive a total of 17.45 million EUR in funding (including a 10 % share) over a period of seven years. The funds will be used to implement digital and sustainable solutions for urban development. In 2026, the focus will be on the sustainability of project results and the establishment of sustainable structures.

In addition, a debt service grant at the state level is available for municipalities that take on loans. Up to 47.4 million EUR could be made available to Jena through this program. Applications must be submitted by December 2029.
