What Was Important This Month

  • New Housing Promotion: The city of Schleswig is leveraging the revised Building Code ("Bau-Turbo") and establishing clear guidelines for new housing – with a focus on social and barrier-free housing forms.
  • Parking for the City Center: A provisional parking lot in Wiesenstraße was approved to support the city center renovation.
  • Funding for Sports Facilities and Swimming Pools: Nationwide and at the state level, over 325 million euros are available for renovations – Schleswig can now apply.
  • New Neighborhood Manager for St. Jürgen: The Social and Cultural Committee decided to introduce a neighborhood manager for the revitalization area of St. Jürgen.
  • Climate Protection Progress: The Climate Protection Round Table will be further developed to concretely implement the city's climate goals.

Housing Promotion and Bau-Turbo: New Paths in Urban Development

In February, Schleswig decisively responded to the new Bau-Turbo amendment to the Building Code. The Council set clear guidelines for the application of the new regulations to quickly create new housing without endangering the urban image or urban planning order. Particularly noteworthy is the obligation to provide 20% social housing, 30% conditionally barrier-free housing, and 20% single-person housing. These regulations apply to projects in both the inner and outer areas, provided they are located near the inner city.

An inner-city development concept will follow in the coming months to identify areas suitable for densification. The new regulations will be evaluated after 12 months to allow for necessary adjustments. This shows how Schleswig is actively responding to the housing market while simultaneously pursuing social and ecological goals.

City Center Development and Parking Construction

Another focus was city center development, especially through the construction of a provisional parking lot in Wiesenstraße. The project was approved with an unplanned disbursement of 170,000 euros from the underground construction budget. The administration justified this with the need to support city center development while simultaneously improving the parking situation.

The decision was not unanimous: In the Building, Climate Protection, and Environmental Committee, there were 7 yes votes, 4 no votes, and 2 abstentions. In the Finance Committee, however, 13 yes votes were cast unanimously. This shows how sensitive the topics of traffic and urban space remain in the debate.

Climate Protection, Social Affairs, and Culture

In the Social, Cultural, and Tourism Committee, the neighborhood manager for St. Jürgen was decided to actively accompany the revitalization area. In addition, a 2026 funding application for the "Social Cohesion" program was noted. The administration will also examine a demand certificate regulation for needy citizens in the city center parking situation – a step that could strengthen social participation.

In the field of climate protection, it was decided to further develop the Climate Protection Round Table. This body is central to implementing the city's climate goals. In addition, reports on topics such as fiber optic expansion, vandalism damage, and 30 km/h zones were presented. The city thus remains responsible for actively advancing climate protection.

Funding Tips for Citizens and Associations

Two important funding programs were presented in the Council meeting:

  • Federal Program for the Renovation of Municipal Sports Facilities with over 300 million euros – Application deadline until end of April 2026.
  • State Program for the Funding of Swimming Pools with 25 million euros – Opportunities for Schleswig exist.

These funds can play a major role in addressing infrastructure deficiencies and strengthening sports and community life in the city.
