Cultural Policy in Kiel: Structural Reforms, Funding, and Commemorative Culture in Focus
In February 2026, Kiel made key decisions regarding its cultural development. The Cultural Committee decided on reforms to cultural funding, supported numerous projects, and honored a significant maritime personality.
Cultural Policy Decisions in February 2026: Reforms, Projects, and Commemoration
In February 2026, the city of Kiel actively addressed the future of its cultural policy. The Cultural Committee made a range of decisions during this time, covering both structural reforms and specific cultural projects. The discussions and resolutions reflect the city's commitment to understanding culture as a central element of urban development—restructuring it in both financial and organizational terms.
Structural Reforms in Cultural Funding
The most significant change in Kiel’s cultural policy is the consolidation of existing funding programs into a single "Cultural Fund." From 2027 onward, the previously separate instruments of "Individual Project Funding," "Cultural Educational Funding," and the "Kiel Cultural Fund" will be merged. The goal is to eliminate bureaucratic hurdles and create a clearer, more transparent funding structure.
Funding from the new Cultural Fund will be distributed in up to two fixed rounds per year (spring and autumn). An advisory panel of experts will be involved in evaluating project applications and making recommendations. Funding applications of 5,000 € and above must be submitted to the Cultural Committee for approval. A complete list of all applications exceeding this amount, along with recommendations, will also be provided to the committee.
This reform is part of a broader plan to make cultural funding in Kiel more digital, transparent, and efficient. The administration plans, among other things, to develop an online funding portal to simplify the application, approval, and reporting processes. The aim is to reduce the administrative burden on cultural practitioners while increasing planning security and legal certainty.
Cultural Projects in Focus: From the Elmscher Music Festival to Graffiti Facade Design
Alongside the structural realignment, specific cultural projects also took center stage. Within the framework of the funding program "Together, Shaping Kiel 2026," a total of 218,018.41 € was approved for 23 projects, including:
- A street festival in a neighborhood
- Graffiti facade design for a public building
- A dance theatre project for youth
- Storytelling cafés for seniors
- An open-air cinema event
- The setup of a family sports area with public participation
Another highlight is the support for the Elmscher Music Festival by the local council of Elmschenhagen/Kroog. The festival, which took place for the first time in 2025 and was well received, will be repeated in 2026. The goal is to strengthen a sense of community in the region. Support is needed, among other things, for stage technology, barrier-free sanitary facilities, and poster design.
Honoring a Maritime Icon: Wilfried Erdmann
In a symbolic gesture, Kiel honors the achievements of sailor Wilfried Erdmann. A section of the pier or mole in the Olympic Harbour of Kiel will be named in his honor. Erdmann launched his first non-stop circumnavigation from there in 1984—a feat that made him internationally renowned. The renaming is a cost-effective, identity-building measure designed to make Kiel’s maritime history more visible.
Outlook: Rethinking Cultural Policy in Kiel
The decisions made by the Cultural Committee in February 2026 mark a milestone in Kiel’s cultural policy. The reforms in cultural funding aim at a long-term, stable, and transparent structure that relieves cultural practitioners and increases the effectiveness of public funds. At the same time, Kiel remains true to its role as a culturally vibrant city—whether through the support of diverse creative projects or the commemoration of historical figures.
In the coming years, it will be important to monitor the success of these reforms. The obligation to evaluate by 2028 is a crucial step to optimize and, if necessary, adjust the new structures. With these measures, Kiel has positioned itself as a modern, culturally committed city—with a clear eye on the future.
