Social Justice and Inclusion in Elmshorn: A Summary from February 2026

In February 2026, social affairs were at the center of municipal political discussions in Elmshorn. The Committee for Equality and Social Affairs met on February 4 and laid the foundation for a forward-looking social policy with the revised integration concept, the strengthening of voluntary structures, and the implementation of inclusion projects.

Elmshorn Integration Concept: Discussions and Challenges

The revised integration concept for the city of Elmshorn was one of the central topics of the meeting. The concept, which is planned for a period of five years, aims at promoting inclusion, strengthening integration structures, and creating access to education.

The administration presented the committee with a proposal for amendments, which included uniform monitoring procedures and clearer fields of action. The DIE LINKE faction called for a version of the concept in easy-to-read language, which would cost between 2,000 and 4,500 euros. Since these costs are not included in the budget, the implementation remains uncertain. A proposal was also made for the establishment of a round table to evaluate the concept in order to strengthen the participation of associations, providers, and volunteers.

The SPD faction criticized the data basis of the concept and called for clearer priorities in the fields of action. The proposals were unanimously forwarded to the factions, which means the final decision has been postponed to a later date.

Strengthening Volunteer Structures – The Role of the Volunteer Forum

Another topic was the strengthening of volunteer structures in Elmshorn. The city uses state funding to support local initiatives and projects. The Volunteer Forum, which plays a central role in coordinating volunteer activities, is currently experiencing difficulties with the re-election of its board.

The administration generally refuses to take over the Forum's tasks, as this would incur high personnel costs. This illustrates the limits of municipal support for volunteer structures – a challenge that must be discussed more intensively in the future.

Housing Needs and Women's Shelters: A Sensitive Issue

Another focus was the situation of women in women's shelters. In Elmshorn, the expansion of the shelter's accommodation has been decided, but the need to provide long-term housing for women with children remains. The number of homeless people currently stands at 486 (outside of asylum procedures), with the problems becoming increasingly complex.

The city plans to introduce a right to appropriate housing for women affected by domestic violence by 2032. This is a crucial step toward social security, but it also requires an increase in resources and structures.

Inclusion and Accessibility: Progress and Areas for Action

The representatives for people with disabilities, Mrs. Hüttmann and Mrs. Iwersen, reported on their work. Since May 2025, they have been handling 40 inquiries on topics such as parking permits, Euro-WC keys, or accessible public transport. In cases requiring extensive consultation, they refer to the EuTB.

Another project is the DUOday on May 28, 2026, a European-wide action day in which people with disabilities spend a workday with employees. In the Pinneberg district, the first Inclusion Award for employers who support the employment of people with disabilities is also planned.

In the Health Quarter, lowered counters and hydraulic lifts are planned to enable barrier-free examinations. At the same time, it is emphasized that the Pinneberg district has over 46,000 people with severe disabilities who often have to travel to Lübeck for medical examinations.

Outlook: Social Future in Elmshorn

February 2026 has shown that Elmshorn is actively striving for social justice, inclusion, and housing security. The integration concept, the strengthening of volunteer structures, and the implementation of inclusion projects are central building blocks of a forward-looking social policy. However, challenges such as the funding of services in easy-to-read language or the support of the Volunteer Forum remain unresolved.

Elmshorn faces the challenge of combining social innovation with financial sustainability – a process that must be decisively advanced in the coming months.
