Structural Development: From Association to Non-Profit GmbH
The Elmshorn Music School e.V. was in preliminary insolvency proceedings. To secure the future of the music school, the Committee for Culture and Further Education decided on April 24, 2026, to re-establish the school as a non-profit limited liability company (gGmbH). This legal form offers greater stability and flexibility in dealing with public funding and budget planning.
The new Elmshorn Music School gGmbH is to take over the operations of the association – including staff, who will transfer to the new company in accordance with § 613a of the German Civil Code (BGB). The previous employees will continue to be employed under the same conditions. In addition, the committee decided to continue the grant of up to 101,000 € for the year 2026 to the newly founded gGmbH, provided it takes over instruction after the insolvency proceedings are initiated.
Spatial and Barrier-Free Future
The Elmshorn Music School currently provides instruction at the Bismarck School and at Gärtnerstraße 8. In order to continue instruction seamlessly, it was decided to continue using the premises at Gärtnerstraße 8 temporarily. In the medium term, however, a move to a new building is planned, which will be designed to be barrier-free and inclusive.
This vision reflects the long-term goals of the city of Elmshorn to make cultural education accessible and equal for all population groups. The music school is already a member of the German Association of Music Schools (VDM) and is seeking state recognition. The new structure is intended to strengthen these ambitions even further.
Funding and Social Accessibility
Another focus of the decisions was the financial and social accessibility of music instruction. The Elmshorn Music School is committed to remaining an option for financially disadvantaged families. This is made possible through grants, donations, and transparent pricing. The decision to transfer the subsidies to the gGmbH is a key step in ensuring the financial stability of the music school’s offerings.
In addition, the continued use of the existing building at Gärtnerstraße 8 will save resources and allow instruction to continue without interruption during the transition phase. This is an advantage for the city, which for now does not need to invest in new premises.
