Another focus was the revision of the integration concept, which was submitted to the political groups for consensus-based decision-making. The AWO also received a three-year grant for the project “Work, Money, Opportunities – for Strong Parents (CHANCE),” aiming to support families.

The representatives for people with disabilities reported on 40 processed inquiries and planned a picture exhibition with cartoons on everyday situations of people who stutter, in cooperation with the city library. This demonstrates how Elmshorn is actively committed to inclusion and awareness.

Infrastructure and Economy: Challenges and Perspectives

In the Municipal Utilities Committee, economic and infrastructural topics were central. The 2024 operational statement showed a deficit of 36,279.28 euros, with the fee-generating part achieving a cost coverage rate of 69.22%, which is better than the overall area. This indicates that Elmshorn still has room for adjustment, especially in the non-fee-generating area.

Another topic was the decline in traders at the weekly market, attributed to demographic change and lack of successors. To stabilize the market, special markets are planned, which are also intended to attract customers.

In addition, write-offs of 24,600 euros were made on intangible assets and tangible assets, indicating change in the municipal economy. Pipeline and administrative costs increased by 20,900 euros, mainly due to rising personnel costs.

Urban Development and Environment: From Sports Fields to Sewer Construction

The Committee for Urban Development and Environment approved several important projects. The sports field in Steindammpark will be implemented in stages, with additional goals proposed as an interim solution. A redesign of the playing surface is planned for 2028.

Progress was also made in the infrastructure area: sewer construction, renovations, and renewal of sidewalks and bike paths are in planning or already registered. Financing is provided from the 2026 budget or the second supplementary budget.

In the environment and climate protection area, the Climate Protection Master Plan was further developed, and the 38th amendment to the land use plan was approved. The goal is the municipal development of unused areas for commercial, medical, and senior housing. The announcement was already made in December 2025, and the participation procedure is planned for January 2026.

Culture and Heritage Protection: Future Visions

In the Committee for Urban Renewal, the crane house project of the Apollo Kultur e.V. association was in the focus. The association will present its concept on 21.05.2026, followed by a site visit with the State Office for Monument Preservation in March 2026.

In addition, it was decided to postpone the application by the FDP faction for a bicycle parking area at the new town hall until the next session. A proposal for the zoning plan 204 “Port” is expected to be submitted for decision in May 2026.

Children, Youth, Schools and Sports: Challenges in Education

The Committee for Children, Youth, Schools and Sports discussed, among other things, kindergarten demand planning, which will now be the responsibility of the Pinneberg district. Elmshorn has no financial resources to subsidize the increased catering costs in the HulaHopp kindergarten. A review of possible subsidies was initiated, with approximately 350,000 euros needed.

For the renovation of ELA systems (electroacoustic systems), 250,000 euros were secured for the 2026 fiscal year. In addition, a partial concept for the safeguarding of schools is being developed to address deficiencies in a uniform manner.

Ms. Konrád was appointed as a civic member, and the kindergarten in Vormstegen will remain in operation due to the upcoming residential development.

February 2026 was a month of clear decisions in social, infrastructural, and cultural matters. Elmshorn is focusing on integration, inclusion, and culture, while at the same time replanning infrastructure and education. The city is showing sensitivity to social needs, but is also ready to tackle economic challenges.

Responsibility for kindergarten demand planning is being reorganized, showing that Elmshorn remains flexible in the education sector, but has no financial leeway. At the same time, culture and heritage protection are being further developed, indicating a long-term perspective.
