Education and Childcare in Elmshorn: How the City is Responding to Challenges

Ensuring high-quality education and childcare is a central task for every municipality. In February 2026, several topics were at the center of attention in Elmshorn: the rising costs in daycare centers, the safety equipment at schools, and the planning of new childcare places. The Committee for Children, Youth, Education, and Sports met several times to assess developments that could have both short-term and long-term effects on the city.

Daycare Demand Planning and Rising Childcare Costs

Daycare demand planning is a key component of municipal education policy. In Elmshorn, it is evident that the current provision in the nursery sector is still insufficient to meet the target quota of 70%. According to data from the Pinneberg district, approximately 260 nursery places (0–3 years) are currently missing. The situation in the early childhood sector (3–6.5 years) is more stable, with a coverage rate of 88%.

A central issue was the cost development in daycare centers. The food costs for the HulaHopp daycare increased from €63 to €138 per child. The reason for the increase is the reform of the daycare law in Schleswig-Holstein, which provides for the abolition of state subsidies for the food allowance. The city of Elmshorn is facing a deficit and cannot provide additional funds. Parents are protesting the cost increase, and it is being examined whether more affordable food models can be implemented.

Security Measures at Schools

School safety is another central topic. In the summer and autumn holidays of 2025, renovation work was carried out on the fire alarm and ELA system at the Bismarck School. A trial alarm was successful, and further installations such as sirens are planned. According to the administration, the renovation plan for safety facilities will be completed in four to five years.

The committee also discussed a unified security concept for all Elmshorn schools. The goal is to standardize fire alarm and warning systems, emergency routes, and room numbers. Although a complex warning system is not legally required by building regulations, the aim is to make all schools as safe as possible.

Investments and New Construction in Education

The city of Elmshorn is planning several investments to meet the future demand for childcare and educational places. The construction of the Raa-Besenbek daycare with 30 nursery and 80 early childhood places is underway and is scheduled to be completed in 2029. Additionally, the expansion of the daycare center "Die Lütten" with 20 nursery places is planned for 2027.

Another project is the construction of a daycare on the site of the former Timm-Kröger sports field. A draft for a four-group facility has already been developed, but the start decision is still pending.

Renovations and new construction are also taking place at the schools: The expansion and new construction at the Elsa-Brändström School (EBS) entered the assembly phase in March 2026. The renovation of the Kaltenweide Primary School is in full swing, and four classrooms are scheduled to be put into operation in February.

Outlook: Challenges and Opportunities

The challenges in Elmshorn reflect a compelling tension: on the one hand, rising costs and personnel shortages, on the other hand, a clear commitment to ensuring high-quality education and childcare.

The city is relying on long-term planning and investments to meet future demand. At the same time, short-term measures such as the examination of more affordable food models or the renovation of safety facilities must take priority.
