Major Projects and Feasibility Studies

One of the central topics in Pirna's current urban development is the bid for the 2030 State Garden Show. During the Urban Development Committee meeting, it was decided to commission a feasibility study. The firm Ulrich Krüger Landscape Architects was tasked with preparing the planning services for "Stage 2." This study is a crucial step in clarifying the financial and spatial feasibility of the garden show.

The study also represents a step toward implementing the vision Pirna 2030, particularly Guideline 3, which aims to enhance the city's tourist appeal. The cost of the feasibility study is estimated at 39,000 EUR, and funding is secured through the city’s budget.

Renovations and Construction Projects

Another central topic was the renovation of the Center for Education, Culture, and Social Services in the Sonnenstein district of Pirna. Two lots were awarded: Lot 402 (sanitary installations) to Heizungsbau W. Symank GmbH from Dresden and Lot 403 (heating installations) to EGO GmbH from Heidenau. These projects are part of a comprehensive renovation funded by the European Regional Development Fund (ERDF). Construction is planned to begin in April 2026, with a projected completion date in August 2027.

Progress was also made at the Neundorf Primary School. The construction of a new gymnasium and the associated high-current and FMI installation was awarded to Elektro-Noack GmbH. The total cost for this project amounts to approximately 2.57 million EUR, with over 1.64 million EUR in grant funding.

Barrier-Free Infrastructure and Sports Facilities

The city of Pirna is also focusing on barrier-free infrastructure. An example is the barrier-free staircase to the natural park in Sonnenstein, for which Döhnert Hoch-, Tief- und Ingenieurbau GmbH & Co. KG from Tharandt was awarded the contract. The measure includes a staircase, handrails, drainage, and grass seeding and is another step toward more inclusive urban spaces.

In the sports sector, it was decided to renew the floor and the rebound wall in the Sonnenstein sports hall. Funding will be provided through the 2025/2026 budget. Additionally, a multi-purpose transport vehicle for the municipal construction yard was awarded to Hummelmühle-Lockwitz GmbH, which should make winter maintenance and construction work more efficient.

Housing Promotion and Urban Planning Instruments

A particularly significant decision concerned the application of new instruments in the Building Code (BauGB), especially the "Bauturbo" regulations. These enable faster approval of construction projects, particularly in the area of social and affordable housing. According to the city council’s wishes, projects with more than 15 residential units or an area exceeding one hectare are to be approved by the Urban Development Committee, while smaller projects are to be approved by the Mayor.

This decision is part of the urban planning strategy outlined in the vision Pirna 2030, particularly Guideline 4a, which aims to secure and expand housing. Community approval is only possible within designated construction areas, which increases planning security while still ensuring urban planning quality.
