Retropective March 2026: Urban Development and Decisions in Ebersbach-Neugersdorf

In March 2026, Ebersbach-Neugersdorf focused on key decisions regarding the re-municipalization of daycare centers, budget transfers, and flood protection. The city council also prepared a public meeting and implemented investments in wastewater infrastructure.

Decisions in Focus: March 2026 – What Was Important

  • Re-municipalization of daycare facilities: The city has decided to repurchase the childcare facilities "Oberlandknirpse," "Knirpsenland," and "Spreequellspatzen" – with the exception of the latter, which will continue to operate until 2027.
  • Budget transfers of 345,500 EUR: To continue investments from the previous year, funds were transferred from the 2025 budget to the 2026 budget.
  • New Announcement Ordinance: The city has enacted a new ordinance regulating public announcements. The name "Spreequellbote" for the official gazette will no longer be used.
  • Progress in wastewater planning: The operating committee of the municipal wastewater company "Spreequellen" approved the assignment of the planning for the renewal of the CHP (combined heat and power) plant to the company PICON GmbH.
  • Public meeting planned for April: The city council decided to convene a public meeting on 13 April 2026, which will address topics such as the land use plan and the B-Plan.

Daycare Centers Returning to Municipal Control

The re-municipalization of the three daycare centers marks a milestone in the city's educational and childcare policy. The city has decided to fully repurchase the facilities "Oberlandknirpse" and "Knirpsenland" to ensure quality and transparency in childcare. The facility "Spreequellspatzen" will continue to operate temporarily until the end of 2027 to allow for transitional arrangements.

The funding for the entire initiative is secured, and the budget burden from 2027 will be integrated into the regular budget. This is a step toward a stable and municipal childcare structure that better meets future requirements.

Budget Transfers and Infrastructure Investments

In March 2026, approximately 345,500 EUR was transferred from the 2025 budget to the 2026 budget to continue ongoing projects. These include, for example, the conversion to LED lighting in the district of Ebersbach (47,400 EUR), the renovation of forest paths (25,200 EUR), and the waterproofing of building sections (58,000 EUR).

These investments are part of long-term planning and serve the maintenance and modernization of the city's infrastructure. The transfers were made in accordance with legal requirements and are part of the budget planning, which will be integrated into the regular budget from 2027 onward.

Flood Protection and New Planning Ordinance

Another focus was the adoption of the Flood Risk Management Plan (HWRMP). This plan, adopted by the city of Ebersbach-Neugersdorf, includes detailed analyses of damage potentials, modeling of flood events, and hazard and risk maps. The plan was prepared by engineer Christin Drewniok and consists of 97 pages.

In addition, a new Announcement Ordinance was adopted, which regulates the procedures for public and locally customary announcements. This ordinance is valid from 01.04.2026 and replaces the previous name "Spreequellbote" for the electronic official gazette.

Wastewater Planning and Investment in Energy Efficiency

The operating committee of the municipal wastewater company "Spreequellen" has assigned the planning for the renewal of the CHP (combined heat and power) plant at the Ebersbach wastewater treatment plant to the company PICON GmbH. With a gross amount of 80,781.44 EUR, the company submitted the most economically viable offer.

The measure is part of the mid-term planning and must be completed by the end of 2026 to avoid jeopardizing the CHP subsidy of approximately 60,000 EUR. The budget funds for 2026 fully cover the planned amount.

Public Meeting: Mayor Informs on Plans

The city council has decided to convene a public meeting on 13 April 2026. The topics of the meeting are the land use plan and the B-Plan Seifhennersdorfer Straße. These plans are of central importance for the city's future development. Mayor Steffen Ain will chair the meeting, and the invitation will be published via the electronic official gazette by 02.04.2026.

Outlook and Summary

March 2026 in Ebersbach-Neugersdorf was marked by central decisions in the areas of education, finance, and infrastructure. The re-municipalization of daycare centers, the budget transfers, and flood protection show how the city is responding to long-term challenges. At the same time, Ebersbach-Neugersdorf is implementing investments in energy efficiency and wastewater planning to strengthen the municipal infrastructure.

With the planned public meeting in April, the city is also promoting transparency and citizen participation – an important step in municipal democracy. In April, more details on the plans will be announced, and the discussion with residents will continue.
