Financial Policy in Coswig: Budget Security and Investments in March 2026
In March 2026, the city of Coswig made important decisions regarding financial planning for the coming years. The budgets for 2026 and 2027 were adopted, the 2024 annual accounts were confirmed, and budget funds from 2025 were transferred. These measures reflect the city’s financial stability and planning security.
Budget Plan 2026/2027: Security through Planning
In March 2026, the Coswig City Council approved the budget plan for the years 2026 and 2027. The double-year budget was publicly displayed and, after a proposal phase, adopted in the 14th meeting of the City Council on 11 March 2026. No objections were raised, indicating a broad consensus.
The budget ordinance provides for overall financial balance, with a focus on investments in infrastructure and climate protection. Notably, up to 25% of the cash balance from ongoing administrative activities may be used for climate protection measures. This highlights the city of Coswig’s commitment to sustainable development and climate neutrality.
Annual Accounts 2024: Successful Year with a Significant Surplus
The annual accounts for 2024 were unanimously approved on 11 March 2026 with 25 affirmative votes. The audit by the Audit Office resulted in an unqualified audit opinion, confirming the transparency and reliability of the city’s financial management.
The result of the annual financial statement shows a total surplus of €4,461,639.17, consisting of a regular surplus of €4,223,288.90 and a special surplus of €238,350.27. The financial asset balance increased by €2,264,649.45 to €24,544,148.52, underscoring the city’s financial stability. The total balance sheet amount is €199,774,509.85, an increase of €5,663,738.32 compared to the previous year.
Authorization Transfers and Budget Management
As part of the 2026 budget planning, funds from 2025 were also transferred to 2026. The transfer was based on the Saxon Municipal Finance Ordinance (SächsKomHVO) and the Saxon Municipal Code (SächsGemO). In total, €19,073,832.99 in budget provisions were transferred, of which €17,094,418.43 were for investment-related and €1,639,407.52 for non-investment-related provisions. Open items amounting to €340,007.04 remain to be clarified.
The city has decided not to prepare a consolidated closing for the years 2026 and 2027, allowing it the flexibility to react quickly to changing financial conditions. The Mayor, Friederike Trommer, approved the transfer and presented it at the City Council meeting on 11 March 2026.
Outlook: Stable Financial Foundation for Future-Oriented Projects
The budget planning and the confirmation of the annual accounts show that Coswig is on a solid financial foundation. The city is using this stability to advance future-oriented projects, such as the expansion of Gartenstraße, which will be fully financed from own funds for the second construction phase, and the preparation for the mayoral election, for which €38,600.00 have been allocated.
Furthermore, the city has demonstrated its ability to manage budget funds transparently and efficiently. The approval of payments such as the reimbursement of expenses for members of the municipal election committee in the amount of €320.00 underlines the transparency of financial decision-making.
Overall, the budget decisions made in March 2026 reflect the city of Coswig’s goal of ensuring long-term planning security without compromising financial sustainability. The investments in infrastructure and climate protection, as well as the clear financial management, form a solid foundation for the city’s development in the coming years.
