Urban Development in Chemnitz: From Sports Facilities to Housing Construction
Chemnitz demonstrated its active role in urban development in March 2026. Numerous decisions made by the Committee for Urban Development and Mobility laid the foundation for future projects that consider both sporting, housing, and economic aspects. At the same time, the new "Bauturbo" law is noticeably influencing planning practices.
Youth Ski Jumping Center in Grüna: Modernization with Ambition
The largest project in March 2026 was undoubtedly the modernization of the ski jumping facilities in Grüna. The zoning plan No. 26/01 was unanimously confirmed with amendments. The goal is to develop a "Youth Ski Jumping Center" that will be used for elite sports and the training of young athletes.
The planning includes the construction of a new social and functional building with sanitary facilities, changing rooms, and office spaces. In addition, new ramps for different age groups are to be created, including a student ramp K45/HS50 and a children's ramp K5/HS6. Traffic planning and accessibility are central elements of the planning. Particular attention is drawn to the connection with the premium cycling route from Küchwald to Wüstenbrand, which is planned as a permanently free connection for cyclists.
The costs will be covered 50% by subsidies and 50% by the municipal budget – although the budget currently does not provide the necessary funds. Therefore, the implementation of the project is strongly dependent on the realization of the subsidies.
Housing Construction in Mittelbach: New Single-Family Homes Along the Sports Field
Another focal topic was housing planning in Mittelbach. Here, the zoning plan No. 25/05 "At the Sports Field, Mittelbach" was adopted. With this project, approximately 11 new sites for single-family homes are to be created, integrated into a General Residential Area according to Section 4 of the Building Ordinance.
The area, currently used as a sports field, will be converted into residential construction land. The project is part of the Housing Land Concept (WBFK 2030) and also implements the objectives of the Integrated Urban Development Concept (INSEK 2035). The site-specific zoning plan was planned in a parallel procedure, enabling a faster implementation.
ALDI Market on Zwickauer Straße: A New Grocery Store
An ALDI market with a maximum of 1,000 m² of sales area will be built at Zwickauer Straße 403. The zoning plan No. 25/02 was approved by majority and is part of the central service area "C-Zentrum Siegmar."
Unlike other projects, this zoning plan is prepared in an accelerated procedure under Section 13a of the German Building Code (BauGB). Environmental assessments and environmental reports are waived, which speeds up the planning process. The costs of the procedure are borne by the project initiator, which is not uncommon in current planning practice.
The "Bauturbo" and Its Impact on Chemnitz
Another focus was the debate on the new "Bauturbo" law, which came into effect on October 30, 2025. The goal of the law is to accelerate housing construction and remove bureaucratic hurdles.
In Chemnitz, the application of the law is limited: it may not be used in commercial and industrial areas, and new residential areas in the outer areas with their own infrastructure are not permitted. Nevertheless, it offers flexibility for small projects, especially in urban development-sensitive areas.
The city has decided to handle the tool cautiously in order not to endanger urban development quality and public participation. The housing market in Chemnitz is not tight – with a vacancy rate of approximately 13–14% – which reduces the urgency of the law.

The decisions of March 2026 show that Chemnitz is actively responding to future challenges. Whether in the field of sports, housing supply, or retail planning – the city is focusing on clear, forward-looking projects. At the same time, it remains sensitive to environmental aspects and urban development quality.
