Consolidation and Transparency: Adjustment of Lease and Rental Prices in Möser

In March 2026, the Municipal Council of Möser took decisive steps to adjust the lease and rental prices for municipal land. The regulations apply to the cadastral areas of Hohenwarthe, Körbelitz, Lostau, Möser, Schermen, and Pietzpuhl. The new prices are based on the overview of agricultural land lease prices in the state of Saxony-Anhalt, provided by the responsible ministry.

The adjustments aim to create market-oriented and comprehensible pricing. For example, a lease/rental price of 1.30 €/m² is set for garden plots, corresponding to 10 % of the garden land price. For land adjacent to residential properties, a price of 5 % of the land reference value per square meter is calculated. Storage areas are charged a flat rate of 1.00 €/m².

The regulations will only apply from 2027 and do not affect existing contracts with local associations or land with photovoltaic systems, clothing donation containers, or parcel lockers. In the future, rental fees can be adjusted every three years, provided the local market price has changed by more than 10 %. This creates long-term planning security and promotes transparency.

Infrastructure Funding: 3.05 Million Euros from the Federal Special Fund

Another key focus is the use of funds from the federal special fund „Infrastructure," which provides the municipality of Möser with a total of 3,050,000 €. The distribution follows a clear plan: 32 % for community measures, 20 % for reserves, and 48 % for local-specific projects.

A particular focus is on the renovation of sports and leisure facilities. For instance, the Sports Home in Schermen will undergo energy-efficient renovation, with a total investment of 583,000 €. Of this, 465,000 € will come from EU and state funds, and 119,000 € from the special fund. Likewise, the demolition of the old stable buildings in Lostau and the development of new areas are planned, with a total budget of 300,000 €.

Funds from the special fund not only enable investments in sports and leisure but also in digital infrastructure. A digital application service will be introduced, and the document management system ELO will be implemented. In addition, digital council work in the municipal council and local committees will be improved.

Budget Planning 2026/2027: Investments and Financial Security

The municipality of Möser has established its financial planning for the fiscal years 2026 and 2027. The Main and Finance Committee will discuss the securing of various construction projects on 17 March 2026. These include the renovation of Eichenweg, the expansion of cycling and sports facilities, and the bridge renovation.

A central role is played by the financing of the community house in Möser, which is to become a youth club. An investment of 350,000 € is planned, of which 262,300 € will come from EU and state funds and 88,000 € from the federal special fund.

Budget planning takes into account the still pending confirmation of subsidies. At the same time, it is being discussed whether loans will be necessary. According to the recommendation of the Finance Committee, no loan should currently be taken out to ensure financial stability.

Outlook: Stability Through Planning and Investment

The measures taken by the municipality of Möser show a clear focus on budget consolidation and investments. The adjustment of lease and rental prices promotes equal treatment and transparency, while the use of federal funds enables investments in infrastructure, sports, and digitalization.

The decisions are part of a long-term strategy to secure the financial stability of the municipality while simultaneously improving the quality of life for its residents. With the clear planning for the fiscal years 2026 and 2027, Möser lays the foundation for sustainable development.
