With the adoption of the municipal heat plan, the presentation of the climate adaptation concept, and the finalization of the mobility plan for the city center, Saarlouis underlines its role as a pioneer in the Saarland region. The Municipal Heat Plan: Pathway to Climate Neutrality
With the adoption of the municipal heat plan, Saarlouis has established a strategic framework for the transformation of the heating sector. In cooperation with the planning firm greenventory GmbH and Saarlouis Stadtwerke, the plan was completed by the federal funding deadline of March 31, 2026.
The heat plan includes a comprehensive analysis of the current heating supply and identifies technically feasible potentials for the use of renewable energy. The goal is to achieve climate neutrality in the heating sector by 2045. To this end, twelve concrete measures and three focus areas were defined, which were coordinated with the public during the participation process.
The adoption of the heat plan is not only a legal obligation under the federal and Saarland heat planning law but also a milestone on the way to a climate-friendly energy supply. The plan will serve as a planning basis for the municipality and its citizens in the future and will be regularly updated.
Climate Adaptation Concept: Focus on Nature-Based Solutions
In April 2026, the first interim results of the climate adaptation concept for Saarlouis were presented. The project, which has been running since March 2025, is expected to continue until February 2027 and is funded by the Federal Ministry for the Environment, Climate Protection, Nature Conservation, and Nuclear Safety with nearly 200,000 euros.
The data basis for the concept includes, among other things, the urban climate analysis, heat and heavy rain risk maps, social data, and information on urban green spaces and tree locations. Particularly noteworthy is the requirement that at least 30% of the measures must be nature-based. These include greening and sealing-reduction measures, which not only contribute to climate protection but also promote biodiversity.
The development of such a concept is part of the German Climate Adaptation Strategy and is implemented directly in accordance with the federal Climate Adaptation Act. It shows how cities can cope with the effects of climate change through preventive planning.
Mobility Planning: Investment in Better Passenger Information
Mobility planning for the city center, the Inner Ring, and access roads is another focus of the April decisions. Within the framework of the funding program "NMOB Mobilität gut durchdacht" (Thoughtfully Designed Mobility), potential changes were examined. It was decided to retain the current bus line system, as a direct bus route through the city center is not feasible due to the French Street pedestrian zone.
A central investment project is the installation of dynamic passenger information displays (DFI) at the stops "Pieper" and "Hallenbad." This measure is funded by the 2025 budget and the financial planning for 2026–2028 and is part of the efforts to make public transport more attractive and transparent.

The decisions of April 2026 show that Saarlouis is on a clear course: climate protection, sustainable energy supply, and modern, user-friendly mobility are central themes of municipal policy.
