In an era where digital transformation is steadily advancing in public administration, the city of Saarlouis has launched a significant reform project toward the future. In April 2026, the City Council adopted a revised ordinance on public notices, which will come into effect on 1 July 2026. With this measure, the previously traditional publication in the “Wochenspiegel Saarlouis” will be replaced by modern digital procedures—marking a step that offers both legal and practical advantages.

The Digital Transition: Benefits and Background

The previous practice of publishing notices in a printed newspaper increasingly posed a challenge in the digital age. Problems with the timely publication of urgent announcements, the lack of location-independent access, and insufficient barrier-free accessibility were decisive reasons for the reform.

The new ordinance now provides for the publication of public notices on the city’s official website (www.saarlouis.de). The notices will be published under the sections “Official Notices – General” and “Official Notices – Construction”. In addition, it will be possible in the future to subscribe to a newsletter that automatically informs subscribers of new publications.

The technical prerequisites have already been created, and the transition will not only increase transparency but also improve accessibility for citizens. In addition, the city treasury expects annual cost savings of approximately 60,000 euros—another positive point in the budget planning.

Legal Foundations and Decision-Making Process

The reform is based on §§ 12 and 222 (1), No. 1 of the Kommunalselbstverwaltungsgesetz (KSVG) and on the Bekanntmachungsverordnung (BekVO). The revised version of the ordinance was discussed and recommended in the Main, Finance, and Digitization Committee before it was unanimously adopted by the City Council on 23 April 2026.

The old ordinance, which had been in effect since 2010, will be repealed by the new version on 1 July 2026. The approval was signed by Melanie Breder (Head of the Mayor’s Office), Alexander Guß (Administrative Council), and Marc Speicher (Mayor), underscoring that the reform has broad consensus.

Outlook: Digital Governance as a Future-Oriented Strategy

The switch to digital notices is only one part of the digital transformation in Saarlouis administration. In the coming months and years, further measures will be implemented to strengthen digital participation and make administrative processes even more efficient. The current reform shows that the city is ready to move with the times while simultaneously taking legal and financial requirements into account.

Digital governance is not only a technical adjustment but also a signal for transparency, efficiency, and citizen-friendliness—values that Saarlouis is committed to for its future.
