Waste Management and EBS: Regulation Amendments and Investments

In March, the Work Committee made important decisions for the Waste Management Company Speyer (EBS). An amendment to the operating regulation was approved, coming into effect on 01.04.2026. The regulation clarifies responsibilities, especially in waste management and the handling of hazardous waste such as asbestos.

In addition, the Work Committee approved measures within the Waste Management Concept 2026–2029, including the installation of 15 old clothing containers (cost: 15,000 €) and a review of the biowaste bin connection rate. Funding for recyclable material containers is already included in the Investment Plan 2026.

Social Support: Regulation Update

In March, the Social Committee addressed the update of the regulation for homeless and protection seekers' accommodations. The old regulation from 29.07.2005 is being repealed by the new version. The new regulation is scheduled to be discussed by the City Council on 16.04.2026.

In addition, the index-based adjustment of the appropriate accommodation costs was approved. For example, gross cold rents increase to 527 € for one person and 1,055.25 € for five people. The adjustment was based on the Consumer Price Index (CPI) and conducted by the firm Koopmann Analytics KG.

Traffic Safety and Infrastructure: Measures and Construction Projects

The Committee for Urban Development, Construction, and Transport approved several measures to improve traffic safety in March. In the area of the Siedlungsschule, a quiet traffic zone is being replaced by a parent drop-off and pick-up zone.

In addition, 30 dynamic passenger information displays were approved, supported by the Federal Ministry for Digital Affairs and Transport (BMDV). The city is responsible for a share of 94,000 €.

The expansion of St. German Straße between Hilgardstraße and Lindenstraße is associated with total costs of 900,000 €, with 159,000 € covered by funding. The construction start is planned for early 2027.

Sustainability and Forestry: The “Speyer Model”

The Committee for Urban Climate, Environment, and Sustainability approved the vision “Speyer Model”, which forms the basis for the Forest Management Plan 2026–2036 (FEW) and the medium-term operational plan. The vision includes, among other things, specifications for felling rates and the use of full harvest machines.

In addition, the Zoning Plan No. 077 “Building Waste Recycling Facility Speyer” was discussed, with the committee issuing recommendations for public participation and the extension of the scope of application for compensation areas.
