In April 2026, the Procurement Committee of the City of Mainz convened multiple times to finalize key municipal procurement projects. The decisions made demonstrate how Mainz operates transparently, legally soundly, and economically efficiently in accordance with the VOB/A (Regulation for the Award of Construction Contracts). The thematic range spans from tree planting through metal construction to asphalt work – all with clear criteria and a clear focus on price.

Tree Planting: Ecological and Urban Responsibility

A central decision in April 2026 concerned tree planting in the city of Mainz for 2026. The Procurement Committee unanimously decided to award the contract to BauGrün Pflege from Mainz-Kastel. The net offer amount was 288,330.38 €, after deducting a 2% discount. Including 19% VAT, the total contract value amounts to 336,250.89 €.

The tender was public, and 13 companies registered, of which 9 submitted offers. Three offers were excluded due to excessively high prices under § 16d (1) No. 1 VOB/A. The selected offer was significantly below the cost estimate of 357,000 €. The budgetary funds for this contract are bound under the budget commitment number 500 452 116.

This decision underscores Mainz's commitment to ecological responsibility without neglecting economic efficiency. The city is deliberately investing in green spaces, which contributes to both urban climate optimization and traffic relief.

Tarmacadam Work: Long-Term Planning and Cost Control

Another focus was the award of a framework agreement for tarmacadam work in Mainz for the period 2026–2027. The contract was awarded to Karrié Tief- und Straßenbau GmbH from Ingelheim am Rhein. The total contract value amounts to 364,223.18 €, with the award based on the "price" criterion.

In total, four offers were submitted, two of which were excluded due to excessively high prices. Karrié's offer was significantly below the preliminary budget of 368,900 € gross. The budgetary funds are bound under the budget commitment number 500 452 332.

This framework agreement is an example of long-term planning and budget security. By awarding the contract for two years, the City of Mainz can stabilize costs and at the same time ensure construction quality. It also enables better coordination of road construction projects.

Structural Safety: Renovations and Metal Construction Work

During the quarter, contracts for smaller yet structurally important measures were also awarded. For example, the renovation of a retaining wall in Mainz-Hechtsheim was awarded to Blümling Baugesellschaft mbH from Sohren. The net offer amount was 968,408.20 €, with a total contract value of 1,152,405.76 €. This measure is an example of how Mainz invests in infrastructure safety.

Additionally, metal construction work at the Mainz State Theatre was awarded to Alberti Metallbau GmbH, with a net offer amount of 308,704.15 € and a total contract value of 367,357.94 €. Both decisions were made in accordance with § 16 (1) VOB/A and in compliance with the statutory procurement requirements.

Outlook: Stability and Transparency as Success Factors

April 2026 shows that the City of Mainz consistently and transparently implements its procurement policy. The decisions of the Procurement Committee reflect not only legal security but also a clear prioritization of economic efficiency and quality. The city is relying on long-term planning, as in the case of the asphalt work, and at the same time investing in the maintenance of the urban infrastructure and in green solutions.

In the future, it will be important to further develop these structures – for example, by strengthening digital procurement processes or incorporating more sustainability criteria in evaluation. Mainz has already established itself as a model for transparent procurement, and the April decisions impressively confirm this.
