Hermeskeil: Deep Dive into Procurement and Contract Decisions March 2026

In March 2026, the Verbandsgemeinde Hermeskeil set benchmarks in water supply and municipal infrastructure with several significant procurement and contract decisions. This blog analyzes the backgrounds, processes, and consequences of these decisions.

Hermeskeil is investing in modern technology and transparent procurement in water supply

The Verbandsgemeinde Hermeskeil has shown itself to be an active player in the areas of water supply and municipal infrastructure in March 2026. Numerous decisions regarding procurement, contract signing, and planning were made in the Works Committee. These measures not only reflect technological modernization but also a striving for transparency and economic efficiency in public procurement law.

Technological modernization through radio water meters

The installation of 1,900 radio water meters is one of the largest projects of the municipality in March 2026. An order amounting to 182,290.00 € net was awarded to Ernst Heitland GmbH & Co. KG, who will be responsible for both the delivery and installation of the meters. The funding is secured via the 2026 economic plan with 230,000.00 €.

This project is part of the municipality's digitalization efforts. Radio water meters enable automated billing and reduce sources of error. Additionally, they save resources by reducing manual measurements. The decision was made following a public tender in which two offers were received – a sign of a transparent process.

Investment in infrastructure: collection chamber and chlorine dioxide systems

Another project is the delivery of a PE spring collection chamber DN 1800 in Diebskopf. This chamber is a crucial component of the water distribution system, responsible for receiving and distributing spring water. The contract was awarded to Hawle Kunststoff & Service GmbH from Wiehl, at a price of 18,235.00 € net. The funding amounts to 50,000.00 € from the 2026 economic plan.

Additionally, chlorine dioxide systems were procured for the elevated reservoirs Neuhütten and Gusenburg. The WBH Water GmbH from Hillesheim was awarded the contract at a total price of 33,896.00 € net. These systems are essential for the treatment of drinking water and contribute to the assurance of water quality. The funding is based on a budget allocation of 70,000.00 €.

Planning and construction of the pedestrian zone and renovation work

The municipality is also investing in the pedestrian zone in Hermeskeil. Here, a limited tender procedure was conducted, as the contract value exceeds the threshold of 40,000.00 €. Three engineering offices were contacted, with the Fuchs Engineering Office from Hermeskeil being selected as the most economical with an offer of 84,922.04 € net.

Further planning contracts relate to the renovation of the water chambers HB Rascheid, which were also awarded to the Engineering Office Garth from Bernkastel-Kues. In addition, a planning contract for the renewal of the water pipeline and the street drainage channel in "Am Dörrenbach" was awarded to the same office. The funding for these measures is secured through the 2026 economic plan.

Outlook: Municipal infrastructure as an investment in the future

The decisions made in March 2026 show that Hermeskeil is not only relying on technological innovation but also on long-term planning and transparent processes. Investments in modern water management systems and the renovation of infrastructure are essential to ensure the future viability of the municipality.

It should also be noted that the awarding of contracts to local companies such as the Fuchs Engineering Office or WBH Water GmbH also brings economic strengthening to the region. These measures not only contribute to the assurance of water supply but also to the creation of jobs and the stabilization of the regional economy.

Conclusion: Hermeskeil as a model for municipal procurement

The Verbandsgemeinde Hermeskeil has shown in March 2026 what modern procurement policy can look like: transparent, economical, and forward-looking. With investments in technology, infrastructure, and local companies, the municipality has not only solved short-term problems but also created long-term benefits.

These decisions can serve as a model for other municipalities that also hope for modern, sustainable, and transparent ways of administration.
