Education as a Key to Sustainable Urban Development
In April 2026, the Verbandsgemeinde Hermeskeil intensified its focus on the further development of its educational landscape. A central project is the expansion of Reinsfeld Primary School, which will include two classrooms, a library, and a dining area with a small canteen. However, the project costs have risen to €1,825,419.53 due to increased construction costs and fire safety adaptations — significantly exceeding the original budget of €1,605,463.91.
The Verbandsgemeinde has already allocated €900,000 in the 2026 budget, but an additional €219,277.53 is required. The administration is tasked with identifying further cost savings and re-evaluating funding opportunities. With state and district subsidies of €706,142, the project remains financially feasible, although the rising costs highlight how sensitive municipal construction projects are to economic developments.
Sport for All: Shared Infrastructure as a Success Model
Another highlight of the April session was the planning of a shared outdoor sports facility at IGS Hermeskeil in collaboration with Trier-Saarburg District and the City of Hermeskeil. The facility includes an artificial turf field, a running track, small sports fields, a pump track, as well as sanitary and changing facilities.
The costs for the Verbandsgemeinde Hermeskeil amount to approximately €1.5 million. Fortunately, the funding is provided by the Regional Future Program (RZN) of Rhineland-Palatinate, so no own funds are required. The zoning plan is scheduled for April 2026, and the facility will be used in the future for school and club sports as well as recreational activities. The project underscores the importance of inter-municipal cooperation and shows how sports facilities can serve as a central component of urban structures.
Energy Policy in Focus: Open-Space Photovoltaics and Threshold Calculation
The Verbandsgemeinde Hermeskeil is also increasingly relying on renewable energies. The land use plan for open-space photovoltaics is currently being prepared and could be released for public consultation at the next Verbandsgemeinderat session. After the consultation period and the evaluation of comments, the regulation can be adopted and submitted to the district administration for approval.
In addition, the current threshold calculation was discussed in April, which serves to document the need for new building areas. The current threshold value is -15.68 ha — a negative value that underlines the necessity of new building area designations. The administration is currently contacting owners of potential building plots to identify blocked areas and reduce the building land potential.
Digital Infrastructure for Municipalities: R.O.M. as a Future-Oriented Project
Another important topic was the integration into the inter-municipal project "R.O.M. – Regional On-Premise Model," which creates a secure, independently operated IT infrastructure for AI systems in the municipal sector. In cooperation with several Verbandsgemeinden in the Trier-Saarburg district, led by Schweich, Hermeskeil plans to invest in the project.
The funding is mainly provided by IKZ grants (up to €370,000, possibly plus €50,000). The planned investment costs range between €250,000 and €450,000. The Verbandsgemeinderat Hermeskeil is requested to adopt the participation in the project and work out the framework conditions with the partner municipalities.
Outlook: Hermeskeil as a Model for Sustainable Urban Development
The April session of the Verbandsgemeinderat shows how Hermeskeil, as a municipality, faces a wide range of challenges — from rising construction costs to the search for building land and digitalization. At the same time, the Verbandsgemeinde also demonstrates how it can overcome these challenges with foresight, cooperation, and investments in sustainable projects.
The development of educational institutions, sports facilities, and energy infrastructure, as well as participation in regional IT projects, show that Hermeskeil not only reacts to the present but actively shapes the future — for a livable, efficient, and sustainable urban development.
