The Tom-Mutters Special Needs School in Frankenthal is currently undergoing a phase of intensive spatial restructuring. Until now, the school has been spread across three locations – the main building, the PIH boarding facility, and the CongressForum. This fragmentation has posed not only a challenge for educational work but also for the organization and well-being of students.
In March 2026, the school board decided to use the former clinic building at Metznerpark as an interim solution. The decision was made unanimously and marks a milestone in the school’s development. The relocation is part of a broader plan to consolidate all classes at a single location in the long term, thereby improving educational quality and logistical efficiency.
The Relocation: From Clinic to School
The former clinic building at Metznerpark offers a variety of advantages that make it an ideal interim solution. The building has two barrier-free accessible floors, an existing canteen, multiple rooms for flexible educational use, as well as outdoor areas and two structural escape routes. This structure makes the building particularly suitable for school operations – in contrast to a container solution, which, although flexible in the short term, is significantly more expensive and less durable.
The clinic is expected to vacate the building in April 2026, making the school’s relocation possible within the current academic year. This is a decisive advantage, as it allows for a rapid relief of the current space situation. In the long term, the goal is to integrate the building into the publicly accessible part of Metznerpark and continue to use it for community needs.
Renovation Measures and Costs
The renovation of the clinic building into a school site is a comprehensive project. The renovation measures focus on the interior spaces to create classrooms of appropriate size. These include breaking through patient rooms, expanding the dining area, and soundproofing and renovating the classrooms. In the side wing, among other things, a teaching kitchen, a multifunctional room, a staff room, and technical rooms are planned.
The renovation costs are estimated at 1,909,650 EUR (gross). This is significantly cheaper than the cost of a container solution, which is estimated at 3,086,000 EUR (gross). The cost advantage supports the decision to use the clinic building. In addition, the Department 40 (Education, Culture and Sports) will review which measures can be reprioritized to release budget funds for the project.
Outlook: A New Era for the Tom-Mutters School
The relocation to the former clinic building is not only a solution to the urgently needed relief of the space situation, but also a step towards a centralized, efficient, and high-quality school development. By consolidating four currently dispersed classes at one location and the possibility to accommodate two additional classes, the school will be better positioned in the long term.
The school administration and the school parents' council have evaluated the project positively, showing that the decision has broad support. With the completion of the renovation, the Tom-Mutters School will not only spatially, but also symbolically, begin a new chapter in its history.
