Affordable Housing for All: Witten in the Spotlight of Social Housing Policy in March 2026

In March 2026, the city of Witten is strengthening its commitment to affordable housing by implementing digital solutions, strategic planning, and legal instruments to reduce social inequality within the city.

Housing Policy in Witten: Digitalization, Strategy, and Legal Instruments

The city of Witten has established itself as an active player in social housing policy in March 2026. In response to the challenges of rising rents and housing shortages, the municipality is relying on three central pillars: digital innovation, strategic planning, and legal instruments. These measures aim to ensure housing availability for all residents while simultaneously combining social justice and ecological sustainability.

The Digital Rent Index Check: Transparency for Tenants

A central project approved in March 2026 is the digital Rent Index Check. This tool is designed to provide tenants with an easy and barrier-free way to determine the standard local rent. The Rent Index Check will be developed as a web-based application that not only calculates rent data but also includes a reporting function for suspected rent gouging or excessive rents.

The proposal was jointly submitted by the factions of Die Linke, SPD, and Bündnis 90/Die Grünen. The goal is to increase public acceptance of rent indices, protect tenants, and simultaneously improve the detection and enforcement of violations of rent regulations. The application could also create a basis for fines in the case of rule violations and thus generate revenue for the city.

The implementation of the Rent Index Check is a milestone in the digitalization of housing policy in Witten and demonstrates how technology can be used to promote social justice.

Housing Strategy 2030: A Strategy for an Affordable Future

Another focus of the month is the revision and strategic development of the Housing Strategy 2030. The city of Witten is pursuing a broad goal: the provision of a discrimination-free, demand-oriented, and permanently affordable housing supply for all residents.

As part of the revision, the data on the housing stock, rent price development, and structural needs will be updated. A continuous housing market and vacancy monitoring system will be established, which will also allow for the analysis of submarkets.

Further key aspects of the strategy are:

  • Development of strategies to combat housing shortages and for a fairer distribution of the existing housing stock
  • Management of problem properties
  • Climate-neutral housing stock by 2040
  • Socially acceptable energy retrofitting and climate adaptation
  • Strengthening of neighborhood structures and social infrastructure
  • Integrated neighborhood development with the participation of residents
  • High-quality housing stock development with targeted expansion through affordable new construction
  • Examination of the role of municipal and community-oriented actors
  • Development of a financing strategy involving subsidies

The administration is to regularly report on progress. The goal is to develop an integrated guiding concept for social, ecological, and economically viable housing development in Witten.

Housing Protection Ordinance: Review of Legal Possibilities

In addition to strategic planning, a motion was also submitted to examine the introduction of a housing protection ordinance in Witten. The municipal administration is to investigate under which legal, statistical, and factual conditions such an ordinance would be possible in Witten.

This includes the analysis of relevant legal foundations (e.g., state law, regulations) as well as the consideration of experiences of other municipalities with housing protection ordinances. The review also includes the necessary data basis, opportunities and risks, as well as personnel resources and administrative consequences.

The goal of the motion is to clarify legal options and to create a well-founded basis for future housing policy decisions in Witten. The results of the review are to be submitted to the responsible committee at an early stage.

Inclusion in Focus: Working Group Continues

As part of social policy, Witten has also anchored a long-term approach to inclusion. The "Working Group on Inclusion" will be continued permanently to advance the implementation of the UN Convention on the Rights of Persons with Disabilities. The working group must consist of at least two-thirds of people with disabilities, with the chair and vice-chair also to be held by affected persons.

Only representatives with disabilities may be assigned to the working group, emphasizing self-representation. The committee will further develop the action plan for the implementation of the UN Convention on the Rights of Persons with Disabilities and simultaneously serve as an advisory and evaluation body.

Conclusion: Witten as a Model City for Social Housing Policy

The political decisions in Witten in March 2026 show a clear trend: The city is combining social justice, ecological sustainability, and technological innovation. With the digital Rent Index Check, a new instrument is created to protect tenants and create transparency in the housing market. At the same time, the Housing Strategy 2030 is developing a long-term strategy that also takes climatic aspects into account.

The review of a housing protection ordinance underlines that Witten is ready to consider legal instruments to ensure housing for all residents. And the anchoring of self-representation in the Working Group on Inclusion clearly shows that Witten is placing the perspectives of people with disabilities at the center.

Witten is thus developing into a model city for social and ecologically sustainable housing policy – not only for the year 2026, but as a role model for other municipalities in North Rhine-Westphalia and beyond.
