Zoning Plan 126.01 marks a milestone in Velbert's urban development. It designates a commercial area on a site of approximately 9.7 hectares that has previously been used as green space. The aim is to secure existing areas while simultaneously creating new jobs – particularly in the office sector, with an expectation of roughly 50 new jobs.

The planning includes not only the demolition and construction of new buildings but also the clearing of wooded areas. At the same time, protective measures for bats and other protected species are being considered. Bat boxes are planned, and the construction schedule requires work to be carried out outside of breeding and rearing periods. In addition, the lighting is designed to be bat- and insect-friendly.

Another focus is climate adaptation. Roof and façade greening are mandated to reduce thermal stress. Moreover, a 10-meter-wide green strip will be created in the northeastern area to improve the microclimate.

Old Town Development: Strengthening the Town Center through Climate and Cultural Elements

In the old town of Neviges, efforts to strengthen the town center continue. The Old Town Management will be extended until 2029 and will receive a total funding of 353,001.60 €. The goal is to enhance the city center through façade improvements, lighting, green spaces, and climate adaptation measures.

A key focus is the coordination of urban renewal and the promotion of private investments. In addition, projects such as de-sealing and greening are planned to improve the climatic situation. Starting in 2026, Luca Henke and Lena Börsting will take over as the new team leaders.

Climate Adaptation and Sustainability: Velbert's Response to Climate Change

Velbert is increasingly focusing on climate adaptation measures. In several projects, such as Zoning Plan 126.01 and the measures in Quarter U, the city is implementing permeable paving, roof greening, and stormwater retention areas. Velbert also aims to reduce sealing and strengthen biodiversity.

Another important element is noise protection planning. Noise emissions from commercial use must be adhered to in order not to affect life in surrounding residential areas.

Bat Protection: A Central Aspect of Urban Planning

Bats play a central role in Velbert's construction planning. In several projects, bat protection measures have been implemented, including the installation of bat boxes in a 1:5 compensation ratio, the use of bat-friendly lighting, and the conduct of district inspections. The construction schedule requires felling and demolition work to be carried out outside of breeding periods.

These measures are part of a comprehensive ecological construction supervision, which is mandatory in Velbert whenever work is carried out outside of permitted times.
