2026 Budget: The Financial Foundation for Siegen's Future
In February 2026, the city of Siegen intensively addressed its budget planning for the year 2026. The administrative draft was discussed by the Main and Finance Committee and approved in several product areas. Yet, behind the numbers lies a complex financial landscape that presents both opportunities and risks.
Staff Requirements and Staff Planning: Rising Costs, Flexible Structures
A central topic of the budget planning was staff requirements. For 2026, a personnel expenditure of 101.9 million € is planned, representing an increase of 8.88% compared to 2025. At the same time, an increase of 16,063 VZÄ in additional positions is provided for. Particularly notable is the funding for bulk waste collection, which is covered through fees, as well as digitalization, which is to be implemented in existing structures and through external funding.
Staff planning also reflects an increasing flexibility: In addition to 35 additional positions, 7,065 VZÄ in savings are also planned. Furthermore, temporary positions are being eliminated, indicating a long-term personnel policy. The merger of the two foreigner offices and the transfer of the specialist unit for disabled people to the district also affect the structure.
Digitalization and Smart City: Investment in the Future
The city of Siegen is increasingly relying on digital solutions to make services more efficient. The Digitalization Coordinator (CDO) coordinates projects in close cooperation with the Smart Cities Network Südwestfalen. Financing models are based on grants from the federal and state governments, which reduces the financial burden on the city.
Participation in initiatives such as the Bitkom Smart City Index shows the ambition to position itself in the regional digitalization policy. At the same time, the city remains cautious: The evaluation by the index is used as a reference, but is not considered final.
Debt Relief and Financial Relief: NRW Takes Over 64.8 Mio. €
Another milestone was the debt relief by the state of North Rhine-Westphalia in 2025. With an amount of 64.8 million €, a significant part of the city's liabilities is taken over, improving liquidity security. The remaining liabilities amount to 93.1 million € after debt relief, with the city still being responsible for interest and repayment obligations.
The relief is to be granted by 31.12.2026 at the latest, underscoring a certain urgency in debt relief. The decision is a clear signal from the state to support municipalities in budget consolidation.
Outlook: Budget Planning as an Instrument of Urban Development
The 2026 budget planning is not only a financial instrument but also a strategic tool. It reflects the city's priorities: investments in personnel, digitalization and youth work, as well as the necessity to deal with rising costs and limited resources.
Youth promotion and the Children and Youth Development Plan are central components of municipal policy. With a budget of over 260,000 € for the city's youth council and investments in youth centers such as the BlueBox or CULT, Siegen is focusing on a sustainable development of the youth structure.
Overall, a city model is emerging that relies on both stability and innovation. The challenges are great – not least due to increasing tax revenues and levies –, yet the financial foundation for the future is laid with careful planning and strategic thinking.
