The financial situation of the city of Siegen has deteriorated significantly in recent years. The 2026 budget shows a deficit of 34.7 million euros—a clear increase compared to previous years. By 2029, the total budget deficit is estimated to reach 107.9 million euros, presenting the city with major challenges. In this blog, we take a detailed look at the current budget situation, the development of reserves, and the long-term risks that arise from this.

Structural Deficits and Their Causes

The deficits in Siegen's budget have not occurred randomly, but reflect structural weaknesses. In 2024, the city already recorded a deficit of 16.5 million euros, significantly exceeding the planned amount. This is also due to rising liabilities: total liabilities increased by 30.5 million euros to 345.3 million euros, with liquidity assurance loans increasing by 28.9 million euros.

Another problem is the decline in the General Reserve. This reserve dropped from 190.5 million euros (2024) to an expected 127.8 million euros in 2029. The city had to withdraw 9.5 million euros from this reserve to cover the 2026 deficit. In addition, a total of 25.2 million euros in loss carryforwards will be deducted from the reserve by 2029. In the long term, this threatens a significant reduction in financial flexibility.

The Role of Investments and Energy Policy

Another central issue is the impact of national energy policy on municipal finances. The so-called grid package and reforms to the EEG (Renewable Energy Sources Act) and GEG (Act on the Promotion of Renewable Energies in the Building Sector) have complicated investment planning in Siegen. In particular, in the areas of wind and solar projects and the transition to district heating, significant risks arise due to capacity-limited grid areas and reduced subsidies.

The city is responding to these challenges with increased coordination with grid operators such as Westnetz and the development of district concepts. Nevertheless, planning certainty for investors remains low. Redispatch compensation claims for new facilities are lost in limited areas, and direct marketing remains complex. In addition, the rollout of smart meters is incomplete, which further hinders the integration of renewable energies.

Responsibilities of School Authorities: Deficits in Educational Support

Financial pressure is also evident in the education sector: Investment activity in schools, especially within the Digital Pact, recorded significant deficits in 2024. Grammar schools and secondary schools showed negative balances, sometimes exceeding 300,000 euros. At the same time, costs for furnishings, teaching materials, and IT equipment increased. The city is trying to close these gaps through delegated powers and grants, but long-term financing remains uncertain.

What Comes Next?

The city of Siegen faces the task of fundamentally reconsidering its budget structure. The current development shows that the deficits not only have short-term effects but could also jeopardize the city's financial stability over the next ten years. This includes not only the development of reserves, but also the dependence on cash advances and the uncertainty of investment projects.

In the future, priorities must be clearly defined: Where are the most urgent action needs? How can the city continue to fulfill its social and infrastructural tasks despite limited resources? And how can energy policy be designed in such a way that it is not only ecologically, but also financially sustainable?

The next few months will show whether the city can take the necessary measures to stabilize the budget situation in the long term.
