The Eurasian Eagle-Owl was added as a species to be designated under the Bird Protection Directive. Furthermore, restrictions related to airships, balloons, and drones were either removed or revised. The map legend and color-coded depiction of development goals were revised to ensure clarity and transparency.

2. Climate Neutrality Strategy: Between Goals and Implementation

A draft climate neutrality strategy for 2045 was another highlight of the committee meeting. The Energy Agency Rhein-Sieg e.V. has taken responsibility for further development and is working on a comprehensive strategy.

As part of the planning process, the GHG software (Greenhouse Gas Protocol) was introduced to enable standardized accounting. The first balance sheet for 2024 is already in preparation. In addition, a catalog of measures is being developed, and the first profiles of individual departments have been created.

Intermediate targets for 2028, 2031, 2035, and 2040 are in the works. The results will be presented for discussion in June 2026 and then approved by the District Council. The participation companies, such as RSAG, RVK, RSVG, and GWG, are already working on their own greenhouse gas balances and implementation strategies.

The strategy is part of a broader effort to combat climate change at the regional level. It shows that the Rhein-Sieg District is not only politically, but also administratively active in implementing climate protection goals.

3. Hydrogen as an Energy Source of the Future?

In November 2025, a hearing on hydrogen was held, which was discussed in the committee meeting in February 2026. The event brought together experts from politics, business, and science to discuss the role of hydrogen in the energy transition.

Overall, it conducted 29 operations on weekends, four on public holidays, and several after 6 p.m. During these operations, over 950 citizen dialogues were held, and numerous violations were addressed.

The most common problems included pedestrians leaving designated trails, dogs not being on a leash, and improperly parked vehicles. The work of the OAD has positive effects on nature: for example, the return of wild birds such as kingfishers and herons along the Sieg River can be observed.

The OAD is an example of how presence and awareness can protect the environment. It shows that the Rhein-Sieg District remains not only politically, but also practically active in achieving nature conservation goals.

Outlook: From Planning to Implementation

The decisions and discussions in February 2026 show that the Rhein-Sieg District remains active on multiple levels.
