Housing Protection and Social Security: What Was Decided in Neuss

The Social and Inclusion Committee of the city of Neuss dealt in February 2026 with a variety of topics concerning social cohesion and the provision of housing for all population groups. In particular, the discussion on a housing protection ordinance, the support of homeless people, and the implementation of inclusion programs were central to the agenda.

Housing Protection Ordinance: Between Political Initiative and Resistance

The drafting of a housing protection ordinance was a central topic in the committee. The motion by the DIE LINKE faction received support from several parties, including the SPD, which proposed additional measures for identifying vacant residential buildings. The aim is to create long-term, available and affordable housing and to prevent long-term vacancies.

Another central topic was the accommodation and care of homeless people. The CDU motion on the use of available accommodation capacity, taking into account the Housing-First approach, was discussed. The Housing-First approach prioritizes housing before social support to facilitate integration.

The administration was tasked with examining suitable locations for Housing-First offers and exploring cooperation opportunities with independent providers. In addition, it will be examined whether buildings that become vacant after the return of refugees can be used for social purposes. A mixing of refugees and homeless people is deliberately avoided, as this could lead to additional costs and organizational problems.

Inclusion and Safety: Structural Progress in the City Community

Inclusion and barrier-free access remained focal points of social policy work. For example, the project "Wer Inklusion will, findet einen Weg" (Who wants inclusion, finds a way) advocates for barrier-free offers in the city library. In addition, a motion was submitted to evaluate the "Guidelines for the Promotion of Low-threshold Offers in Senior Citizen Outreach Work" in order to improve these offers structurally.

Discussions also took place on safety equipment in social facilities. For example, the facility "Hin- und Herberge" is being critically assessed to determine whether safety measures are sufficient. An expansion of the security service to 24 hours would cost an additional 60,000 euros according to the administration – a point that must be carefully weighed in the 2026 budget plan.

Outlook: Social Security as a Long-term Challenge

The political decisions of February 2026 show that the city of Neuss is consciously dealing with social challenges. The establishment of additional day centers, the examination of Housing-First concepts, and the securing of housing for all population groups are steps in the right direction. Nevertheless, financing and the coordination between administration, independent providers, and political actors remain a central challenge.

In 2026, it will be crucial to see whether political intentions can be translated into concrete measures – and whether the city of Neuss can achieve a socially balanced development that is accessible to all citizens.
