A CDU proposal led to the decision to break down future budget estimates into mandatory and voluntary services – a clarity that will be helpful for citizens in terms of transparent budget planning.
In addition, a surplus of 26,227.80 € from 2024 was carried over to the new budget. The depreciation of solar panel installations was listed at 214,363 € per year, showing that Neuss is making sustainable investments for the future.
Climate Protection and Environmental Development
In the Environmental and Green Spaces Committee, central topics such as the Gillbach were discussed, which was classified as water-threatening due to elevated phosphorus levels. The administration promised to report on the current situation at the next meeting – a clear response to citizens' concerns.
Another important project is the digital tool for the integrated climate protection concept (IKK), which will be accompanied by one-time costs of 5,000 € and annual costs of 9,995 €. This is a step toward smarter climate protection planning that will support the city's sustainability in the future.
Sports and Leisure
The Sports Committee approved funding of 43,500 € for outstanding sports events in 2026. Particularly notable is the support for the Neuss Summer Night Run with 12,500 € and the Special Olympics State Table Tennis Tournament with 10,000 €. This shows how important the Sports Committee is in strengthening the city's sports infrastructure and the commitment of local clubs.
Furthermore, it was decided to convert the clay tennis court at Bezirkssportanlage Grimlinghausen into an artificial turf field – a project costing 250,000 € and passed with three opposing votes from Bündnis 90/Die Grünen and one from AfD.
Social Integration and Housing
In the Committee for Social Affairs and Inclusion, topics such as housing protection, social care, and accommodation projects were central. A proposal from the SPD faction to evaluate senior citizen social activities was discussed, and the administration was tasked with identifying vacant residential buildings and examining legal measures against long-term vacancies.
Another current project is the conversion of a property into an emergency shelter for women, which would incur additional safety and cleaning costs of 130,000 €. Again, it is evident how closely the city of Neuss is tied to social challenges and how important it is to find solutions for the homeless and vulnerable groups.

A cross-cutting theme in February was citizen participation. Petitions such as the introduction of an OParl interface show that citizens want to be actively involved in political processes. At the same time, Neuss is also advancing in digital transformation – from the climate protection tool to digital budget planning.
In addition, several infrastructure projects such as the renovation of the Werresweg bus stop and the Bahnhofstraße pedestrian crossing were approved, which will improve mobility and accessibility in the city.

February 2026 was a month of clear decisions in the areas of budget, climate protection, sports, and social affairs in Neuss. The city is demonstrating that it is investing in both infrastructure and social projects.
