Münster is committed to youth participation – Deep-Dive into political and social initiatives

In February 2026, Münster was in motion: The Youth Council, the CDU parliamentary group, and EUREGIO closely collaborated in the bid for the title of "European Youth Capital 2029." At the same time, structural changes in the Youth Support Plan and internal organization were discussed. The title is not only a prestige object, but a strategic instrument to sustainably anchor youth participation in political and social processes. Topics such as climate protection, education, digitalization, and European peace are central pillars of the application. Partner city Lublin, which already holds the title, serves as a role model and cooperation partner.

An essential aspect is the inclusion of youth organizations, associations, and schools in the planning and implementation. Münster wants to use this title not only to strengthen European identity, but also to promote intercultural exchange – for example, through projects for Ukrainian children or the planned memorial concert for Ukraine in February 2026.

Youth Council: Structural Changes and Political Participation

The Münster Youth Council has intensively addressed the future of its work in February 2026. In a meeting on February 2, structural and organizational changes were decided in order to strengthen the political effectiveness of the Youth Council in the long term.

Among the central topics was the Youth and Children's Support Plan, which is being updated for 2026. The goal is to optimize the structural framework conditions – for example, by searching for a new, permanently usable space for meetings. In addition, it is being examined whether the position of pedagogical support should be expanded or shared in order to reduce the workload and increase the quality.

Another focus was on the strengthening of participation rights. The Youth Council is calling for an official speaking right in the Council and committees. In addition, binding procedures for processing youth initiatives are to be established in order to increase the political impact of the proposals.

Budget Plan 2026: Projects and Priorities

The Youth Council has also adopted a Budget Plan for 2026, which is intended to finance concrete projects and activities. These include, for example:

  • 2,500€ for an educational trip
  • 500€ for workshops
  • 2,000€ reserve for unforeseen projects

Projects such as "Deposit Rings," a "Feminist Campaign," or initiatives to promote mental health are an integral part of the budget plan. The Youth Council is thus relying on a wide range of activities that are to have both political and social effects.

In addition, the Youth Council plans a podcast to raise awareness of its work and projects. This is part of the measure to professionalize public relations and to include more young people outside the Youth Council.

Challenges: Violence in Schools and Political Debates

Another focus of the meeting was the aggressiveness of young people in schools. Here, an exciting discussion emerged: While some young people suggested a police presence in schools, a clear majority opposed this proposal. Instead, they advocated for preventive work, such as a police educational series. In addition, it was suggested to examine the causes of aggression within the AG Mental Health.

These debates show how sensitive and multifaceted the political issues in the youth sector are. The Youth Council is not only acting as a participation body here, but also as a discussion platform that brings youth perspectives into political decision-making processes.

Outlook: Networking and Future Perspectives

The work of the Youth Council and Münster's bid for the title of "European Youth Capital 2029" show that the city is pursuing a long-term development plan for youth participation. The cooperation with European partner cities, the inclusion in local and regional committees, and the further development of its own structures are central components of this strategy.

In 2026, it will be about successfully completing the application and further professionalizing the internal structures of the Youth Council. At the same time, the discussion of current social issues such as violence in schools or mental health will remain a central aspect of the work.

Münster proves that youth participation is not just a formality, but a central part of democratic decision-making. The city is not only investing in youth projects, but also in the future of its political culture.
