Housing and Social Affairs in Krefeld: Between Rent Policy, Integration, and Inclusion

In April 2026, Krefeld saw crucial debates on housing supply, social security, and integration. The Committee for Social Affairs, Work, Housing, Health, Inclusion, Seniors, and Integration addressed urgent challenges – from the recalculation of the local reference rent to the Housing-First approach.

Housing in Focus: Krefeld’s Rent Policy in April 2026

Housing is not only a basic need in Krefeld, but also a political battleground. In April 2026, the Committee for Social Affairs, Work, Housing, Health, Inclusion, Seniors, and Integration intensely discussed the future of rent policy. A central topic was the recalculation of the local reference rent. The current rent index is viewed critically, as it largely relies on asking rents and is therefore considered inaccurate. The city plans to create a qualified rent index from 2027 onward that also takes existing rents into account – a step driven by cross-party initiatives.

The concept of "affordable housing" was addressed in several motions by the LUKS council group. The discussions show how divided the housing issue is in Krefeld: between the need to limit rent increases and the financial burden on the city and tenants. Moreover, the administrative stance, which remains cautious regarding rent index updates, remains a point of contention.

Social Security: From Violence Prevention to Addiction Prevention

The safety of citizens is another central aspect of social policy in Krefeld. In April 2026, violence prevention – particularly for women – was once again discussed. The Violence Assistance Act, which came into effect the previous year, is being reviewed in collaboration with the SkF women’s shelter operator. A critical concern is that the needs assessment through regional accommodations could lead to gaps in the available services.

Another important topic was violence prevention for men. Although support services exist, they are significantly less widespread than for women. The committee concluded that Krefeld has a need for specialized men's support and this must be reconsidered in the future.

In the area of addiction prevention, Caritas launched a pilot project introducing drug checking at the drug assistance center. State funding for three years is secured, but the committee requested a detailed cost breakdown in advance. At the same time, the rising number of drug-related deaths in Krefeld remains an alarming signal – 16 deaths were recorded in 2023, representing an increase compared to 2022.

Inclusion and Integration: From the Inclusion Plan to the Housing-First Approach

Krefeld is increasingly committed to an inclusive and barrier-free urban image. The inclusion plan “People at the Center” will be completed by 2027 and is aligned with the UN Convention on the Rights of Persons with Disabilities. The goal is to make mobility, construction, digitalization, and public life accessible to all population groups. Working groups and citizen initiatives such as “Krefeld.Ohne.Barrieren.” play a central role in implementation.

Another focus is the integration of refugees and people with migration backgrounds. The Housing-First approach was discussed in the faction meeting. Homelessness is combated by providing immediate housing management – a model supported by the North Rhine-Westphalia Social Foundation up to 90%. Krefeld is examining whether and how this model can be implemented in the city, especially for people with complex issues such as mental illness or addiction.

A Roadmap for the Future: From Youth Welfare to Volunteering

Krefeld relies on youth-oriented and preventive approaches in social work. Projects such as “JUST BEst – Stay Connected” promote life skills for young adults in the transition from youth welfare to independence. At the same time, school social work is being expanded, especially in primary and special needs schools. The goal: greater equity and better life prospects for children and young people.

Another important field is volunteering. The Volunteer Center Krefeld connects volunteer activities and promotes civic engagement. New projects such as “BIWAQ – colorful and innovative in the neighborhood” or “WERKBÜHNE FREIraum21” strengthen social cohesion and enable cultural and social participation.

Outlook: What’s Next?

The April session of Krefeld’s Social Committee shows: Social issues are complex, but not unsolvable. Whether in rent policy, violence prevention, or inclusion – the city is relying on cooperative approaches, civic engagement, and innovative models. The challenges remain significant, but the political discussions and projects demonstrate that Krefeld is ready to actively address these issues.
