Cologne's Sports Policy in Focus: Safety, Inclusion, and Future Visions

Cologne's Sports Policy in Focus: Safety, Inclusion, and Future Visions

In February 2026, important decisions were on the agenda of Cologne’s Sports Committee. In addition to training athletes as emergency heroes, topics such as racism, equality, and the Olympic bid were discussed.

Safety in Sports: Cologne Athletes as Emergency Heroes

At the Sports Committee meeting on February 26, 2026, a far-reaching proposal was discussed that sees sports in Cologne not only as a leisure or competition area, but also as a central component of emergency preparedness. The proposal to train Cologne citizens in resuscitation courses is part of a comprehensive strategy to reduce mortality from cardiac arrest.

Germany lags significantly behind countries such as the Netherlands and Norway in terms of laypersons performing resuscitation, with a rate of 51.3% compared to around 80% in those countries. The proposal includes the offer of annual courses on the Day of Resuscitation (October 16) in sports facilities. The target group includes both active and passive members of sports clubs, as well as all citizens of Cologne.

Another proposal is the establishment of an online portal that provides a list of participating clubs. In addition, the clubs are to be equipped with ventilation bags to enable hygienically safe resuscitation measures.

Olympic Bid and Discussions on Infrastructure

Another focus of the session was Cologne's bid to host the Olympic Games. The Sports Committee discussed current proposals and inquiries that fall within the context of these ambitions. The planned construction of a new sports hall in the district of Lindenthal was viewed particularly critically. A decision on the tender procedure is to be revoked, which suggests structural and financial debates.

The discussions show that Cologne's sports policy includes not only sporting, but also infrastructural and strategic aspects. The Olympic bid is a central lever to make the city visible internationally while at the same time securing investments in modern sports facilities.

Equality and Inclusion in Sports and Society

In addition to safety and infrastructure, topics of equality and inclusion were in the spotlight. A report on a special evaluation of the study "Queer through NRW" for Cologne was presented. This study examines how lesbian, gay, bisexual, trans*, inter*, and queer (LGBTIQ*) people perceive themselves in the sports world and what barriers they face.

Another important topic was racism on Cologne's football pitches. The discussion showed that the city is consciously addressing structural discrimination and seeking solutions. The administration also provided information on current measures to promote an inclusive climate in sports.

Outlook: How Can Sports Shape the Future of Cologne's Society?

The decisions and debates of the Sports Committee show that sports in Cologne goes far beyond mere competition. It is a central part of the city's security policy, inclusion strategy, and international ambitions. Training emergency heroes sends a signal for a solidary and connected Cologne community.

In the future, it will be crucial how these initiatives are implemented in practice. Only through close cooperation between clubs, administration, and the population can sustainable change in the sports sector be achieved. The Sports Committee has shown this month that Cologne is ready to take new paths—not only in the Olympic bid, but also in the development of an inclusive, safe, and vibrant sports culture.
