Cologne Financial Oversight: Credit Card Audit and Investment Planning in March 2026

In March 2026, the city of Cologne made decisive steps in the Finance and Budget department to improve transparency and efficiency in its financial processes. The focus was on the review of credit card usage in the administration and investment decisions for infrastructure, housing, and energy.

Financial Oversight and Investment Planning in Cologne: March 2026

The city of Cologne has increasingly focused on sustainable and transparent financial management in recent years. In March 2026, the Audit Committee continued these efforts by deciding on a comprehensive review of credit card usage in the administration. At the same time, investment decisions for road construction, housing, and energy planning were finalized, shaping the city's future.

Credit Card Audit: Transparent Financial Management as a Priority

One of the most important decisions made by the Audit Committee in March 2026 was the audit of the administration's credit cards, as well as those of quasi-independent institutions and affiliated companies. The audit period covers the last 24 months and includes a detailed analysis of compliance with usage regulations, internal control systems, documentation, and settlements. The goal is to increase efficiency and accountability, as the use of credit cards in the past has often been error-prone.

The audit will also record the number of credit cards, the primary purpose of their use, and the volume of funds processed through them. This measure is part of broader efforts to streamline and make the administration more efficient, underscoring the city's commitment to greater clarity and accountability in financial matters.

Investment Planning: Road Construction, Housing, and Energy

In addition to the credit card audit, investment decisions for road and housing construction were in the foreground. Investments were approved for the general renovation of Mönchsgasse and the redesign of Pipinstraße. In the housing sector, a release of 500,000 euros was granted for the construction of a new residential building in publicly supported housing on the plot at Lachemer Weg 11.

In the energy sector, the city of Cologne is also active: the 2026 economic plan for waste management was adopted, and the municipal heat plan (KWP) was accepted. In addition, the city decided to amend the articles of association of Energieversorgung Leverkusen Verwaltungs- und Beteiligungs-GmbH to save costs by reducing the number of managing directors.

Budget Plan 2027/2028: Development and Consolidation

March 2026 was also marked by the preparation of the budget plan for the years 2027 and 2028. The Finance Committee discussed the start of the budget preparation process and debated the placement of the "jumbo" sustainability bond. Moreover, achievements in the area of debt relief for old debts were highlighted, made possible by the North Rhine-Westphalia Old Debt Relief Act (ASEG NRW).

Another milestone was the approval of investment expenditures of 403,000 euros for planning the maximum variant of a transport connection, to be continued in 2027. These measures show that Cologne is building on a solid financial foundation in the long term.

Outlook: Transparency and Investments as Key

The decisions made in March 2026 reflect a clear commitment to increasing financial transparency while making investments in the future of the city. The audit of credit card use is a crucial step toward more efficient administration, while the investment decisions lay the groundwork for modern infrastructure and sustainable energy policy.

In the future, it will be important to communicate the results of the audit transparently and to implement the investments sustainably. Only then can Cologne serve as a model city for sustainable financial policy and investment planning.
