Projects such as the daycare center "Naturzauber" in Haspe, which will provide up to 75 places, and investments in the renovation of playgrounds clearly show that the city is thinking long-term.

Up to 514,000 euros are allocated for playground renovations, with priority lists and basic renovations already defined.

The budget plan for 2026/2027 makes it clear that the financial situation in the youth sector is tense. In section 0660 for youth work, targeted cuts have been decided—such as the cancellation of the grant for Musik-Office-Hagen or savings in substance counseling. At the same time, the city remains committed to continuing to support central youth programs such as "Demokratie leben" or "JUST BEst."

The debate over "bucket cuts" versus targeted reductions reflects the tension between the need for savings and social responsibility. The city emphasizes that it wants to communicate transparently with the service providers and clearly define priorities.

Outlook: A Future-Ready Youth Policy?

The decisions made in March 2026 show that Hagen is consciously investing in the future—both in infrastructure and in structures. At the same time, it is clear: the challenges are significant, particularly in the areas of staffing, funding, and prevention. The city of Hagen must continue to balance investments in the next generation and the financial reality.
