Changes to the Land Use Plan and Zoning Plan 76 "Ellinghauser Weg"

The amendment to the land use plan (FNP) within the framework of Zoning Plan 76 "Ellinghauser Weg" marks a milestone in municipal planning. The project envisions the development of a new residential area in Silschede. The site covers approximately 1.8 hectares and includes both single- and two-family homes as well as smaller multi-family buildings.

The administration recommended approving the third amendment to the FNP, as the planning is legally secure and ecologically compatible. Species protection assessments were carried out, and measures for the creation of substitute habitats were proposed. In addition, a stormwater retention basin will be integrated to prevent drainage problems.

Public participation and feedback from residents were taken into account. Concerns regarding sealing of the ground, noise pollution, and a lack of local amenities were considered in a balancing process. The local amenities are considered sufficient, and kindergarten places will be included in the school capacity planning.

Enhancement of the Berger See – Urban Redevelopment Area Berge-Knapp and Vogelsang

Another highlight of April was the implementation of the enhancement project on the meadow at Berger See. This project, supported by urban development funding, includes the creation of new seating areas, a space for school garden projects, and barrier-free accessibility.

The planning was developed in 2021 and presented to the public in 2025. Suggestions from the public led to adjustments, such as the omission of sun loungers at a sensitive location in favor of senior benches and sitting rocks. Construction costs remain within the original budget, and implementation must be completed by the end of 2026.

Another interesting topic was the feasibility study for the Silschede Tunnel. The use of the tunnel as a pedestrian and cycling connection is not straightforward due to species protection concerns. A feasibility study by the firm Echolot identified potential conflict areas and developed solution approaches. The administration was tasked with continuing discussions with the North Rhine-Westphalia State Office for Roads and the Ennepe-Ruhr District to further examine the feasibility and funding.

In addition, the settlement of the Goethestraße was addressed. The street, which has existed since the 1960s, was evaluated regarding its access function. The Council decided to split the costs for future sidewalks, with the possibility of involving adjacent property owners in the costs. This demonstrates how Gevelsberg also pays attention to sustainability and traffic safety, even in smaller projects.
