In the meeting of the District Committee Alverskirchen on 05.02.2026, fundamental personnel changes and structural adjustments were decided. André Gerbermann was appointed as a qualified citizen to fill personnel gaps. Additionally, Hendrik Wingrat was unanimously appointed as an additional deputy secretary – a sign of stability and unity within the administration.
The oath for qualified citizens emphasizes the responsibility to fulfill tasks to the best of one's knowledge and conscience while at the same time upholding the laws and the interests of the municipality. This formula underlines the legal and ethical foundation upon which local governance in Everswinkel is built.
Administrative Responsibility: From Management to Participation
Another focus was the change in the management of the Municipal and Land Development Company Everswinkel GmbH. After Susanne Nerkamp was relieved of her duties, Christin Uphues took over the management with 11 yes votes and one opposing vote. This shows that decision-making in Everswinkel, although largely unanimous, is not always smooth – yet transparency remains high.
The municipality is also involved in several companies and organizations, including the Municipal Utilities Everswinkel GmbH (55 %), which, among other things, manages energy and water supply. In 2024, the municipal utilities recorded a first annual deficit of 337,046.45 €, indicating challenges in economic operations. Nevertheless, the municipality remains actively involved in its participations, including in the NRW Communal Development GmbH and the d-NRW AöR.
Financial Policy: Transparency and Responsibility
The financial situation of the municipality and its subsidiaries was also discussed. Everswinkel received a profit distribution of 26,612.36 € from the local savings bank and dividend income from the Volksbank in 2024. At the same time, the municipality has guarantees amounting to 2.14 million euros, which are due to investments in infrastructure and renovation.
The administration has also set clear rules for the collection of parental contributions for childcare offers. These contributions are income-dependent, due monthly, and can be punished with fines of up to 5,000 euros for false statements. This shows that Everswinkel not only emphasizes financial transparency but also legal bindingness in administration.
Future of Governance: Structural and Legal Adjustments
The adopted 5th amendment to the bylaws regulating participation in the Open After-School Elementary School (OGS) is another milestone. It enables income-dependent contributions for the childcare offers "acht bis eins" and "Dreizehn Plus". The bylaw will come into effect on 01.08.2026 and reflects the legal framework of the Full-Time School Support Act (GaFöG).
In addition, the Participation Report 2024 was signed, which, according to § 117 GO NRW, makes the municipality's economic relationships transparent. This report replaces the previous consolidated closing and is another step toward open and comprehensible administration.
Conclusion: Governance as the Key to Future Viability
The decisions made in February 2026 show that Everswinkel deliberately opts for clear, transparent, and responsible governance. Through personnel additions, legal adjustments, and financial control, the municipality will be able to meet future challenges. The unity in the decisions, despite occasional differences, underlines the stability of the political and administrative system in Everswinkel.
