In February 2026, Bottrop witnessed significant developments in its social and housing policy. From quality assurance in care facilities to youth support – the Social Committee has adopted important measures that will have a lasting impact on the quality of life of the population.
Social and Housing Policy in Bottrop: A Review for February 2026
Bottrop has established itself as a pioneer in social and housing policy in recent years. In February 2026, the city set new priorities through the Social Committee and other bodies that affect both the structure of social care and the future of youth and housing provision. The decisions made this month show a clear trend: Bottrop wants to act proactively, not just reactively, and create long-term solutions.
Quality Assurance in Care: Between Deficiencies and Progress
A central topic of the meeting was the presentation of the activity report of the WTG authority (Housing and Participation Act), submitted for 2023 and 2024. The authority, which is part of the Social Department, oversees and coordinates care and housing services for people with disabilities and the elderly.
The reports show that, although there were some deficiencies in the monitored facilities – especially in the areas of hygiene, documentation, and medication management – most problems were resolved after consultation and instructions. Particularly noteworthy is the fact that there were no cases of fraud in the last two years, which is a positive signal for the transparency and integrity of the system.
In addition, inspections and quality assurance measures have been intensified. The WTG authority works closely with the Health Department and other departments to ensure a high quality of services. Further training for staff, especially in areas such as care reports, violence prevention, and medication management, is another focus that strengthens the stability and competence of the system.
Youth Support with a Focus on Inclusion and Democracy
Another focus of the meetings was the Children and Youth Support Plan 2026–2030, which was approved in its proposed form. With an annual funding of 2,214,400 euros, the plan is a central instrument for municipal policy in the field of children and youth work.
The plan is not only a funding framework but also a strategic tool that focuses on inclusion, democracy, participation, and children's rights. Particularly noteworthy is the involvement of young people in the planning process – the youth parliamentary discourse has a direct influence on the measures of the support plan.
Another milestone is the establishment of the "G.L.Ü.C.K.-Auf-Pavilion", an inclusive offer for children and young people with and without disabilities. This pavilion, located in various districts, offers low-threshold services and strengthens social participation. Mobile offers, such as the play bus or indoor skate parks, complement the services and allow a broad use by different target groups.
Housing Policy: Expansion and Planning of New Facilities
There were also significant advances in housing policy in February 2026. The city has decided on the expansion and planning of new facilities, especially in the districts of Kirchhellen and Batenbrock-Nord.
The planning for two inpatient facilities and a short-term care unit is underway, although the zoning plan has not yet been changed. In 2024, renovation measures in existing facilities were already completed, including the ASB day care center "Am Germaniahof," which was renamed "Am Alten Südring."
There are also developments in the area of shared housing policy: 109 shared housing units are currently offered, with 48 specifically for people with dementia. The city plans to further expand these offers and strengthen self-responsibility.
What's Next?
The decisions made by Bottrop in February 2026 show a clear will to reduce social inequality and sustainably improve the quality of life for the population. Strengthening youth support, ensuring high quality in care, and planning new housing options are milestones on the way to a more inclusive and livable city.
In the future, the digital dimension in youth support is expected to gain further importance – particularly in dealing with AI, media literacy, and ensuring protection against cyberbullying. In addition, the Stadtjugendring Bottrop will continue to play a central role, especially in coordinating youth organization work and promoting participation.
