Bonn Strengthens Climate Protection – Focus on Photovoltaics, Climate Plan, and Biodiversity

In May and June 2026, the city of Bonn took decisive steps in the direction of climate neutrality in the environmental and climate protection sector. By updating the Climate Action Plan, expanding renewable energy sources, and introducing new measures to preserve biodiversity, Bonn is pursuing a sustainable and climate-friendly course. Updating the Climate Action Plan – Monitoring and Evaluation in Focus

The Climate Action Plan Bonn 2035, which has defined climate neutrality by 2035 as its goal since March 2023, was the focus in recent weeks. The committee meeting addressed the updating of the Climate Action Plan. The draft for the update, the energy and greenhouse gas balance for 2023, and the second implementation report were planned for 2026. The evaluation of the Climate Action Plan was triggered by a major inquiry from the FDP, examining the effectiveness, CO₂ savings, and costs of the measures. In addition, a motion from the GRÜNEN (Greens) faction was passed to ensure continued funding for the Climate Quarters from 2027 through municipal and third-party funds. These measures underline how Bonn has integrated climate protection as a cross-cutting task across all administrative departments.

Expansion of Photovoltaics – Target: 200 MWp on Open Areas

The expansion of photovoltaics is a key lever for the energy transition in Bonn. In the meeting, a motion from CDU/SPD/FDP was passed, proposing the installation of PV systems on public parking lots. In addition, an FDP amendment was adopted setting the target of 200 MWp of photovoltaics on open areas. Priority is given to sealed surfaces such as parking lots and noise barriers. The city currently has no existing open-area PV systems – ongoing discussions are underway for 42,800 square meters of land for PV installations. Nature Conservation and Biodiversity – From Mini Forests to Oak Processionary Moth

The GRÜNEN faction and other parties submitted or amended motions to ensure the realization of these projects. In addition, a procurement procedure was initiated to combat the oak processionary moth in order to reduce damage to trees and health risks for the population. Packaging Tax and Waste Prevention – Bonn Promotes Reuse
