Bonn in April 2026: Budget Decisions and Investments in Focus
April 2026 was a month of intense financial planning and decision-making in Bonn. Numerous procurement procedures were initiated, addressing both short-term needs and long-term strategic goals. At the same time, the budget situation of the Bonn Theatre, tax rates, and the introduction of a packaging tax were central to political debate.
IT Modernization and Migration: The Way to the Urban Data Platform
A central topic of the April session of the Committee for Finance, Participation, and Procurement was the initiation of a procurement process for the migration of applications from the Geoinformation System (GIS) to the Urban Data Platform (UDP). This work package is part of the larger Urban Data Management (UDM) project and aims for a long-term digitalization solution.
The migration involves approximately 300 applications, with the goal of completing the migration within five years. For the first three years (2026–2028), 973 person-days of external support have already been planned, with an estimated total cost of 775,000 euros. The framework contract for migration services is expected to be finalized by the end of 2028. This investment is a decisive step toward a modernized, data-based administration in Bonn.
Security and Administrative Services: New Contracts and Investments
In addition to digitalization, security and administrative services were also in focus in April. The committee decided to initiate a procurement procedure for the performance of money transfers for the federal city of Bonn. The current contract expires at the end of June 2026, and a new framework contract is required to ensure the continued provision of the service. The estimated cost for the first year is 85,000 euros.
A step was also taken in the procurement of technology for the central print and postal service of the Bonn municipal administration: the initiation of a lease agreement for one envelope sealing system and two franking systems for the period 2026–2030. The estimated cost for this contract is 140,000 euros. This investment strengthens the efficiency and professionalism of the administration.
Budget and Taxes: Theatre, Tax Rates, and Packaging Tax
In April 2026, the annual financial report of the Bonn Theatre for the 2024/25 season was confirmed. The report showed a loss, which was addressed in the meeting and the theatre's management was acquitted. At the same time, the fee regulation of the theatre was revised as of August 1, 2026. These adjustments are part of efforts to secure the financial stability of the theatre.
Another important topic was the setting of tax rates for real estate taxes starting in 2026. The committee discussed proposals from the SPD and the Left, with the latter submitting an amendment proposal that aimed to reduce the property tax burden on residential properties. The debate reflects the political discourse on social justice in tax policy.
Additionally, a draft of a packaging tax ordinance was presented, aiming to reduce packaging waste in Bonn. The packaging tax is part of the city's comprehensive strategy to promote environmentally friendly consumption habits.
Outlook and Challenges
April 2026 marks a significant breakthrough in Bonn's financial planning. The initiation of numerous procurement procedures and the discussion on budget and tax policy show how multifaceted the challenges of a modern municipal administration are. Investments in IT infrastructure, security, and administrative modernization are not only technically, but also politically relevant, as they lay the foundations for greater efficiency and sustainability.
In the coming months, it will be crucial to see whether these measures can be successfully implemented in practice. The financial impact of many projects also depends on the medium-term financial planning and budget development. Bonn is on an exciting path of transformation – financially as well as digitally.
