Education Policy in Bonn: Focus on Renovation, Expansion, and Structural Development in April 2026

In April 2026, important decisions regarding education and school support were at the center of attention in Bonn. The School Committee and the Committee for Children, Youth, and Family addressed topics such as ABC classes, swimming containers, the expansion of after-school programs, and the renovation of school toilets. Below is an overview of the key points, backgrounds, and implications.

Education Policy in Bonn: Focus on Renovation, Expansion, and Structural Development

Education policy in Bonn is undergoing an intense transformation. In April 2026, several central topics were discussed in the School Committee and other committees, addressing structural, financial, and pedagogical challenges. Particularly notable was the debate on the future of full-day programs, the renovation of schools, and the implementation of state-wide reforms such as the introduction of ABC classes.

ABC Classes: A Challenge for Infrastructure

With the introduction of ABC classes, which are set to become mandatory in 2028/29, Bonn is already in the planning phase. The city must prepare for additional classrooms and staff to support children with limited language skills before school entry. School enrollment will take place in the spring months to allow for a uniform language assessment. The administration is being asked about the impact on existing infrastructure and staffing – issues already discussed in public debate.

A critical issue is the transportation of children. Especially for families without access to a childcare facility, the planned travel cost subsidies are a decisive factor. The city of Bonn is being called upon to present a transparent plan to ensure a smooth implementation of the ABC classes.

Swimming Container: Mobility and Flexibility in School Sports Infrastructure

Another focus in April was the introduction of the swimming container "Mobi," funded by the Förderverein der Sparkasse KölnBonn. The container will be used interchangeably in Bonn and Cologne and is set to be deployed at two locations in Bonn starting in the summer of 2026. The planned start in Hardtberg serves as a pilot for future flexibilization in school swimming lessons. The city is currently evaluating suitable school courtyards to optimally utilize the container.

The Greens' inquiries regarding this project were noted, although the administration focused on the technical and logistical implementation. The swimming container will not only be used during regular classes but also outside of them – a valuable addition to the physical and health development of students.

Expansion of OGS: Between Legal Entitlement and Feasibility

The expansion of Open After-School Care (OGS) at Bonn's special needs schools is a topic that presents both pedagogical and financial challenges. With the goal of increasing the OGS quota at special needs schools from 30% to up to 100%, a legal entitlement to an OGS place for all children by 2030 is planned. In the 2026/2027 school year, the quota is expected to rise to 169 places – still below the target.

Staff recruitment remains a major hurdle: qualified personnel are scarce, and the funding for the expansion is uncertain in the long term. In addition, structural changes at several sites are required to meet the legal requirements. In the meantime, Bonn's schools are using multifunctional furniture to create additional OGS places in the short term.

Renovation and Cleaning: Foundations for a Healthy Learning Environment

Another focus was the renovation and cleaning of Bonn's schools. The amendment to an "Immediate Program for School Toilet Renovation" was passed in a modified form, with CDU/SPD/FDP originally calling for a faster approach. The Greens also emphasized the need for better hygiene, particularly in toilet areas, in their motions.

In addition, the pilot project "Self-Cleaning" at schools, which has been tested for some time, is being discontinued. The reason: the results showed that the quality and continuity of cleaning could not be sufficiently guaranteed. Instead, the city will rely on professional, external cleaning services – a decision that has both critics and supporters.

Outlook: Education Policy in Transition

The debate in April 2026 shows how complex and dynamic education policy is in Bonn. The city is navigating between state-wide reforms, local expansion measures, and the need to address structural deficits. The challenges are significant – from funding and infrastructure to personnel planning. Nevertheless, the focus remains on the future of the education system, with the aim of providing all students with the best learning conditions – regardless of their background or need for support.
