In January 2026, Bochum set a milestone in urban development: The building plan 1034 for the former printing site of Laupenmühlen Druck GmbH was approved. The plan lays the foundation for a new residential district with 200 housing units, subsidized housing, and a daycare center. At the same time, the plan provides impetus for climate protection, biodiversity, and sustainable infrastructure.

Housing, Climate, and Sustainability: Building Plan 1034 as a Milestone for Bochum

With the approval of Building Plan 1034 for the site of the former Laupenmühlen printing company, Bochum has taken a decisive step toward sustainable urban development. The project, located in the district of Weitmar at Hüttenstraße and An der Landwehr West, is part of inner-city development and aligns with the goals of the Bochum Climate Plan 2035. It shows how urban areas in the Ruhr metropolis can be used in a future-oriented way—with a focus on social mix, ecological sustainability, and climate-friendly infrastructure.

Housing with Social and Ecological Benefits

The planned residential district includes a total of approximately 200 housing units, distributed across three building blocks. A special focus is on social diversity: at least 30% of the apartments are subsidized housing, including age-appropriate housing for seniors. Another key element of the planning is the establishment of a daycare center, which improves local amenities in the district and increases the site's attractiveness.

The architectural provisions are ambitious: The maximum building height is 109 meters above Normalhöhennull (NHN), with a stepped design adapted to the terrain. The floor area ratio (FAR) is 2.1, and the ground floor area ratio (GFAR) is 0.8. An underground garage with 101 parking spaces for motor vehicles and 377 bicycle parking spaces ensures traffic connectivity without compromising residential quality through above-ground parking areas.

Climate Protection and Biodiversity in Focus

The planning integrates comprehensive measures for climate adaptation and climate protection. Green roofs, mandatory planting requirements, and a well-thought-out drainage system help reduce surface water runoff and improve the local microclimate. The goal is to contribute to the development of a climate-neutral "sponge city" Bochum by 2035.

Another important element is biodiversity: Extensively greened roofs, planting of site-appropriate trees and shrubs, and the preservation of two existing trees (a sycamore and a maple) create a vibrant ecological structure in the district. The ecological deficit of –3.925 ÖP is offset by a compensation area in Weitmar.

Transport and Infrastructure: On the Way to Climate-Friendly Mobility

The connection to the district is well integrated into the existing transport network. Public transport stops are located 350–450 meters away, and tram lines as well as the S-Bahn ensure comprehensive accessibility. The traffic load index remains in quality classes B–C, indicating moderate traffic stress. The planning deliberately aims to reduce motorized individual transport (MIV), in line with the mobility vision 2030.

Urban Development Agreements and Legal Security

An urban development agreement ensures the long-term implementation of the planning. It regulates, for example, compensation measures for biodiversity, drainage, subsidized housing, and the connection to the Iduna Park. The legal basis of the procedure is based on the German Building Code (BauGB), the BauNVO, and other regulations, ensuring the planning is legally secure.

The Path to Approval: A Multi-Year Procedure

The planning process was lengthy: The decision to prepare the plan was made as early as November 2022, and the public consultation took place in February 2023. After more than two years of planning and a comprehensive review by authorities and experts, the building plan was approved. Reports on the environment, traffic, species protection, and soil protection were prepared and taken into account.

Outlook: A Model for Future Neighborhoods

Building Plan 1034 is more than just a residential district—it is a model project for sustainable urban development in Bochum. It shows how housing, climate protection, and biodiversity can be reconciled. Upon completion, the site will receive a new face that will be significant both for the residents and for the cityscape of Bochum.
