1. Housing Development Turbo: Accelerating Housing Construction
Nordhorn has activated the so-called Housing Development Turbo, a tool designed to accelerate and simplify housing construction. The goal is to create affordable housing as quickly as possible – both privately financed and subsidized. The Housing Development Turbo applies to infill development in several districts, including Wilhelm-Raabe-Straße, Am Rakers Kamp, Eger Straße, Kanalweg, and Goorstiege.
The central rule is: If the city does not object within 3 months, the approval is considered granted. This significantly speeds up the approval process. However, the Housing Development Turbo does not apply to zoning plans adopted after 2019, which leads to certain limitations.
Another important element is the recommendation for public participation, especially when adjacent properties are affected. This shows that the city wants to speed up processes while still ensuring transparency and social acceptance.
2. Heat Plan 2045: Decarbonization as a Climate Goal
Another central topic in Nordhorn is the decarbonization of the heating supply. The city has adopted a Heat Plan up to 2045, which focuses on the use of renewable heat sources and energy-efficient technologies.
Prioritized measures include:
- River heat utilization (e.g., from the Vechte),
- Heat pumps in multi-family buildings,
- Wastewater heat at the school complex,
- Wastewater treatment plant outflow (Measure 4 with the highest investment volume),
- Digital data management (Measure 5 with fast and cost-effective implementation).
Geothermal energy is currently not included in the planning due to the still uncertain technology. Instead, Nordhorn is relying on digital support through an urban digital twin in the geographic information system to optimize planning and implementation.
The measures are to be implemented within five years of publication, and the Heat Plan will be reviewed and updated every five years. This demonstrates long-term planning security and the ambition to make Nordhorn climate-neutral.
3. Zoning Plans: Structure and Regulation
In the area of zoning, several important plans were discussed and adopted. One example is Zoning Plan No. 181 "Lindenallee", which initiates urban development. The goal is to create a functionally mixed district with housing (65%), commerce (35%), nearby services, and social infrastructure.
Detailed specifications include:
- Roof forms and green roofs,
- Building heights and floor area ratio (FAR),
- Public transport connections (Line 32),
- Stormwater management, and
- Environmental and fire protection measures.
Another plan, Zoning Plan No. 105 IV "Parent-Child Center Euregioklinik", regulates the use of the clinic site and emphasizes noise protection, military use, and access. The renovation and expansion of the clinic building is part of a comprehensive plan that also considers fire protection and noise protection.
4. Infrastructure and Access: Climate Change as a Challenge
Infrastructure development is a central topic, as the effects of climate change are becoming tangible here as well. Nordhorn is planning the renovation of the combined sewer system with 29 packages totaling approximately €12.65 million. The renovation measures are necessary due to higher design parameters caused by climate change.
Synergy effects with road repairs and the introduction of infiltration requirements for newly built plots show how comprehensive the planning is. In addition, an annual report on the upcoming measures is planned to inform the population about the developments.
