Wind Energy Planning and Spatial Planning: An Exciting Process in March 2026

In March 2026, the District of Oldenburg engaged intensively with the future of wind energy planning and the implementation of the Regional Spatial Planning Program (RROP). The Environmental and Waste Management Committee met several times and discussed the revision of the RROP, the designation of wind energy areas, and the protection of landscapes.

The Revision of the RROP: Climate Protection as a Central Goal

The revision of the Regional Spatial Planning Program (RROP) in 2026 was a central topic of the committee meetings. The goal of the RROP is to establish binding guidelines for spatial planning, particularly regarding wind energy, nature and landscape protection, and the provision of essential public services.

The District of Oldenburg has committed to designating 2.1% of its area for wind energy use by the end of 2027 and 2.72% by the end of 2032. These targets are part of the legal requirements under the Lower Saxony Wind Energy Area Requirement Act (NWindG) and the Federal Wind Energy Expansion Act.

In March, an environmental report was presented analyzing the climate-relevant impacts of the RROP. According to the report, the proposed designations mostly lead to positive effects for climate protection. At the same time, maps of priority areas for wind energy, breeding bird surveys, and habitat connectivity plans were included in the discussion.

Landscape Protection and Wind Energy: A Delicate Balance

A central point of debate was the consideration of landscape protection areas in the wind energy concept. Although landscape protection areas are generally excluded from wind energy use, the district administration clarified that designation as a priority area is possible under certain conditions.

The political groups showed differing stances: While the Group Alliance 90/The Greens withdrew a proposal for the designation of wind energy areas after discussions, the AfD criticized the expansion of wind energy as an intrusion into nature and landscapes.

The debate around the area VR WE 21, located near Ostrittrum, highlighted the tension between energy expansion and landscape protection.

Public Participation and Transparency: A Central Process

In March, public participation was also discussed. The RROP process included several phases, such as a scoping phase with the involvement of expert authorities and a draft consultation phase. In addition, the administration submitted a proposal for amendments, which was included in the discussion.

Another topic was the centralization of waste fees, which was implemented on 01.01.2026. At the same time, an identification system for waste containers was planned to make waste management more transparent and efficient.

Outlook: Climate Protection and Spatial Planning in a Tension Field

March 2026 shows how complex the balance between climate protection, nature and landscape conservation, and energy expansion is in the District of Oldenburg. The revision of the RROP is a central step toward achieving the district’s long-term goals. At the same time, public participation and transparency remain crucial to identify conflicts early and find solutions.

In April 2026, further discussions will take place about the expansion of the mineral waste site Haschenbrok and the implementation of the identification system. In addition, the new Hunteranger and the volunteer otter expert in the Nature Park Wildeshauser Geest will play a role.
