Spatial Planning and Wind Energy: The New RROP

In March 2026, the Regional Spatial Planning Program (RROP) 2026 was approved. Following a multi-year planning process and comprehensive public consultation, the program defines the future development of the district.

A central aspect: Landscape protection areas are not designated as priority areas for wind energy, but rather as exclusion zones and simultaneously as reservation areas for nature and landscape. This reflects an effort to reconcile ecological interests with the goal of climate-neutral energy production.

In addition, it was decided that the regional partial area target of 2,893 hectares (2.72% of the district area) must be achieved by the end of 2027. The RROP will now be submitted to the Office for Regional Development Weser-Ems (ArL WE) for approval.

Social Support: New Offers and Structures

The Social and Health Committee made several decisions aimed at strengthening the social infrastructure.

A central project is the implementation of inclusive child and youth services, to be detailed in the June 2026 meeting. The semi-annual report of the legal aid officer shows that three different organizational models for integrating the legal frameworks SGB VIII and IX are being discussed.

Another highlight: Since 01.03.2026, the Job Center has been offering weekly advisory sessions in Ganderkesee every Monday. This pilot project initially runs for six months and aims to identify and address social emergencies early on.

Climate Protection and Energy: Grant Programs for Residents

In March 2026, the District Council approved two new grant programs that support climate protection in private households:

  1. Plug-and-play solar devices with storage can be supported with 62,500 € from the district budget.
  2. Rainwater utilization systems with a minimum volume of 3,000 liters receive 40,000 € in funding.

These measures are part of the district’s efforts to implement the local climate protection strategy and to advance the energy transition.

Further Developments: Renovations, Cooperation, and Waste Management

  • The nursing home in Wildeshausen will receive 108,386.69 € from the proceeds of the former district nursing home for renovations.
  • A purpose agreement on municipal cooperation in the field of explosives between the Municipality of Ganderkesee and the District of Oldenburg was approved to redefine responsibilities under Section 27 of the Explosives Act.
  • Waste management fees have been collected centrally by the district since 01.01.2026. An ident system for waste containers is planned for spring 2026.
