In April 2026, the municipal administration and governance of the Samtgemeinde Hollenstedt focused on key administrative and structural issues. The Council discussed land use planning, new fee models, school construction measures, and financial implications. An overview of the current municipal policy.
Governance and Administration in the Samtgemeinde Hollenstedt – April 2026
In April 2026, the municipal administration of Hollenstedt dealt intensively with structural, financial, and planning-related topics. The Council discussed land use planning, the financing of climate protection measures, the expansion of schools, the revision of sewage fees, and the establishment of a new position in climate protection management. These decisions demonstrate how the administration is responding to changing conditions while pursuing long-term objectives.
Land Use Planning and Zoning: Processes in Focus
The 30th amendment to the land use plan was one of the central topics of the council meeting. After an intensive phase of feedback from several authorities – including Harburg District, Autobahn GmbH, EWE Netz, Telekom, and the Lower Saxony State Forestry Authority – the plan was further advanced. Particular importance was given to coordination with the Lower Saxony State Authority for Road Construction and Transport, whose comments dated back to 2025.
Another focus was the zoning plan "Former Nursery", which includes a plan for the development and access of a green area on the outskirts of the town. Prior coordination with road construction authorities was necessary due to the infrastructure implications of the access plan. The local building control authorities and the heritage protection authorities did not raise any objections to the project.
These planning procedures demonstrate how closely the municipality collaborates with higher-level authorities and how sensitively it responds to urban and rural development needs.
Financial Implications: Fee Adjustments and Financing of Construction Projects
In April 2026, unplanned expenditures were also approved, which must be financially secured for the fiscal year 2026. In particular, the expansion of the primary school in Moisburg and the renovation of the toilet facilities there led to cost increases. The development of construction costs resulted in an increase of about 22%, leading to an unplanned expenditure of 29,110.00 €.
The fencing at the Glockenberg School was also financed outside of the plan in order to protect an inclusive student. The costs amounted to 26,000.00 €, funded from state funds in accordance with the Lower Saxony Act on Financial Support (ISchFLG).
Another project was the video surveillance at the primary school in Hollenstedt, to be introduced due to vandalism and graffiti. A data protection review is a prerequisite for implementation.
Governance Structures and Committee Work
The organization of committees and meetings is a central part of governance in Hollenstedt. In April 2026, several meetings took place, involving various committees: the Environmental, Construction and Public Order Committee, the Samtgemeinde Committee, and the Samtgemeinde Council.
The public meeting on 28.04.2026 at the Landhaus Drestedt took place from 19:02 to 20:41. It included agenda items such as the approval of measures, reports from the Mayor, and a public question and answer session. The participation of the Green Party faction and other committees underlines the transparent and democratic structure of the Samtgemeinde administration.
Outlook: Governance as a Central Building Block of Local Development
The decisions made in April 2026 show that the Samtgemeinde administration of Hollenstedt is actively responding to changing social, financial, and climatic conditions. The establishment of a new position for climate protection management, the adjustment of sewage fees, and the expansion of schools are examples of how governance and administration in a rural community can be designed to be future-ready.
In the coming months, it will be particularly important to further develop the financing of climate protection measures and to advance the planning for village development. With these measures, the Samtgemeinde Hollenstedt demonstrates that modern and structurally sound administration is also possible in smaller communities.
