Culture and Community in Hannover: From the Cultural Plan to Inclusive Education
In the March session of Hannover's Cultural Committee, key decisions were made regarding the city's future cultural policy. The focus was on resilience, inclusion, and innovation – topics that are intended to shape Hannover's cultural landscape for the future.
Hannover is pursuing an inclusive, resilient, and digital cultural policy
In March 2026, the City of Hannover made decisions in the Cultural Committee that will shape its future cultural policy. With the update of the Cultural Development Plan (KEP.UPDATE 2025) and the development of new guidelines for the period 2026–2030, the city has sent a clear signal for a culturally open, democratic, and accessible future. Central themes included resilience, digitization, diversity, and inclusion – key terms that also play a role in discussions on infrastructural renovations, funding programs, and cultural education.
Cultural Policy Guidelines: Resilience and Democracy in Focus
With the KEP.UPDATE 2025, Hannover has adapted the Cultural Development Plan to changed societal, economic, and political conditions. In response to the pandemic, the energy crisis, increasing digitization, and growing social polarization, the city has now defined four central areas of action:
- A strong foundation – Stabilization and securing the cultural infrastructure.
- Culture as a space of opportunity – Accessibility for all population groups.
- Hannover on the world stage – Strengthening international visibility.
- Putting people at the center – People-oriented cultural policy with a focus on inclusion and participation.
These guidelines are not just abstract formulations but are intended to be concretely implemented. For example, plans are in place to promote cultural participation by enhancing cultural offerings for disadvantaged population groups. At the same time, the digitization of cultural offerings is seen as an opportunity to remove barriers and create new formats.
Inclusive Renovations: New Features for the City Library
Another important project is the renovation of the WC facilities at the City Library on Hildesheimer Straße. With a budget of 1.19 million euros, a barrier-free and gender-neutral sanitation system will be created that is also accessible for people with disabilities. Particularly noteworthy is the barrier-free area with a lift and care bed, as well as a child-friendly area with a changing table.
The renovation is part of a broader strategy to make cultural and public spaces more accessible. Overall, Hannover plans to create inclusive infrastructures in other areas as well – such as museums or cultural centers. An example of this is the development of the Kulturzentrum KAMP (Art at Maschpark), which is planned in collaboration with neighboring museums.
Innovation and Funding: The Culture Innovation Fund
Another central topic in the meeting was the Innovation Fund for Art and Culture, which will provide a total of 101,000 euros for eight projects in 2026. Three funding priorities have been defined: "Young Dogs – First Steps", "Get Together", and "Long Life". Projects that enable cultural experiments and create new formats of participation are supported.
An example is the project "#FAKEscape", an interactive escape game with a cultural background. Or "Re:Rooted – Dance and Cultural Identity", which explores cultural identity through dance. The funding jury consists of representatives from education, culture, media, and business – emphasizing the diversity of perspectives.
Cultural Education: Democratic Education and Intergenerational Formats
In Hannover, cultural education is also seen as a part of democratic education. The Time Center for Civic Courage organizes workshops, exhibitions, and events that strengthen political education and cultural participation. Even a Democracy Festival was in focus in March 2026, celebrating the center's fifth anniversary.
In addition, a Month of Democracy is planned for August 2026, with diverse offerings from municipal culture. In cooperation with schools and through the School Cultural Festival, cultural offerings are to be integrated into the educational everyday life. Particularly noteworthy here is the development of a Citizens' Archive, which collects the stories of queer people and thus strengthens diversity and inclusion in archival pedagogy.
Conclusion: Hannover as an Open Cultural City
The March session of the Cultural Committee shows that Hannover has a clear vision for its future cultural policy: a policy that strengthens resilience, shapes digitization, and promotes inclusion and diversity. With the update of the cultural plan, the renovation of spaces, the funding of innovative projects, and the strengthening of cultural education, the city is pursuing a culturally open and democratic future. How this vision will be implemented in practice remains to be seen – but the foundations have been laid.
