In March 2026, Hannover's Committee for Budget, Finance, Audit, Fire Department, and Public Order adopted important measures that impress both in their immediate impact and in the breadth of their long-term vision. Central topics included the establishment of hanova KOMMUNAL GmbH, investment planning in the double-digit billion range, climate protection measures, and the securing of kindergarten funding. There were also developments in the areas of the Volunteer Fire Department and cultural projects.

Establishment of hanova KOMMUNAL GmbH: A New Structure for Municipal Construction Projects

On March 11, 2026, Hannover decided to establish a 100% subsidiary, hanova KOMMUNAL GmbH, with a share capital of 25,000 euros and a capital reserve of 5 million euros. The company will be responsible for the construction and maintenance of municipal properties in the future, including schools and accommodations.

The planned investments amount to a total of 22.2 million euros, with the focus on construction projects (17.2 million euros) and financial assets (5.025 million euros). Annual earnings are expected to be 201,000 euros. The funding for the establishment will be transferred from the partial financial budget 19 to the partial financial budget 20.

The hanova KOMMUNAL GmbH benefits from almost complete tax exemption: profit distributions are 95% exempt from corporate and trade taxes, and capital gains tax is reimbursed by the tax office. In the event of a possible sale of the stake, part of the profits can be offset against losses from other projects.

Investment Planning: A Future for Building Infrastructure

The city of Hannover plans to invest approximately 2.4 billion euros in building infrastructure over the next 20 years. For the next ten years, 1.2 billion euros are planned, with a further 1.2 billion euros for the following ten years. Annual investments are expected to be between 120 and 130 million euros, along with maintenance costs of approximately 20 million euros.

Funding will come from special funds and investment subsidies from the state of Lower Saxony. Particularly noteworthy are the planned projects: school construction is associated with 510 million euros, including the IGS Roderbruch (250 million euros) and the IGS Vahrenheide (150 million euros). Further investments concern accommodations and new construction projects with a total of 653 units.

The hanova KOMMUNAL GmbH will gradually take over the building maintenance of 74 accommodations, with annual costs of around 1.5 million euros. Planning costs amount to 2% for schools and 5% for accommodations.

Climate Protection and Funding: The Focus on hanova WOHNEN GmbH

Another focus was the climate protection support for hanova WOHNEN GmbH from the KFW Program 444. With a grant of 1.92 million euros (80%) and an own contribution of 480,000 euros (20%), the project will be supported until 2027. The total costs amount to 2.4 million euros. The funding is part of a larger goal to invest in the field of natural climate protection by 2029.

The city not only uses state funding but also private sponsors and donations. For example, the halfpipe at the Raschplatz is supported with 150,000 euros from the Sparkasse, while the earth art is funded with 250,000 euros from the partial financial budget.

Securing Budget Stability and Investment Planning

The double budget for 2027/2028 is already in preparation. Investment measures such as the renovation of the Stöcken redevelopment area (2.19 million euros in investment costs) and the construction of the family sports center (2.4 million euros) are in focus. The city also plans to develop an erzbau rights concept to secure municipal land in the long term.

In the area of personnel policy, the Volunteer Fire Department is supported with higher performance compensations. Monthly compensations for leadership positions such as City Fire Chief or Company Commander are increasing – a necessary adjustment to inflation and rising costs.

Outlook: Stability through Planning and Innovation

Hannover's financial policy in the first three months of 2026 shows a clear picture: The city is investing in its future, securing infrastructure, and creating structures that are sustainable in the long term. The establishment of hanova KOMMUNAL GmbH is not only an organizational step but also a financial milestone. At the same time, the city benefits from state funding and private partners to advance climate protection and cultural projects.

The challenges remain large – the investment needs are immense, and financing must be carefully planned. However, with a clear strategy, transparent structures, and a strong focus on sustainability, Hannover has good prospects to remain financially stable and economically attractive in the coming years.
