Security in the Stadium Area: Clarity and Rules

With a unanimous decision, the city of Hannover has adopted a new security ordinance for the stadium area on Clausewitzstraße. This applies to the enclosed area as well as adjacent spaces such as the Theodor-Heuss-Platz and the Eilenriede. The goal is to ensure order and security, especially during major events. Prohibited items include weapons, pyrotechnic devices, and graffiti materials. Violations can be punished with fines of up to 5,000 euros. The legal basis is the Lower Saxony Police and Municipal Law (Niedersächsisches Polizei- und Ordnungsbehördengesetz, NPOG). This regulation is a step toward stabilizing the security framework in the heart of the city.

Culture at the Raschplatz: From the Halfpipe to Public Viewing

The Raschplatz will become a cultural and sporting hub in the coming year. Sparkasse Hannover has pledged a purpose donation of a total of 250,000 euros for the redesign of the site. Of this, 150,000 euros will be allocated for 2026, 50,000 euros for 2027, and 2028. The funds will be used for the installation of a halfpipe, the maintenance of ground art works, and a participatory process. The halfpipe will no longer be built on Sophienstraße, but on the Raschplatz – a binding council decision has established this. In addition, a public viewing during the 2026 FIFA World Cup is planned, although security and noise protection requirements are still being assessed.

Redefined Sports Promotion: Higher Requirements, More Transparency

The city has adopted new principles for sports promotion that will apply from 2026. These bring clear changes: shooting clubs from the Hannoverscher Schützenvereine association are now treated equally with other sports clubs. Spaces with exclusively economic use are not eligible for funding, unless they are structurally integrated into sports facilities. The compensation rate for self-performed work has increased to 20 euros per hour. A minimum membership of 150 is required for the funding of sports facilities. The funding rate is a maximum of 80 percent, with at least 10 percent of the costs to be borne by the applicant. The Hannover City Sports Association (Stadtsportbund Hannover e.V.) is a central partner in the implementation.

Social Urban Development: Funding for Districts with a Future

With the "Social Cohesion" program, Hannover is promoting long-term support for projects in three redevelopment areas: Mühlenberg, Oberricklingen Nord-Ost, and Körtingsdorf. Funding will begin in December 2025 and is planned until 2037. Up to 50,000 euros can be granted per year, with up to 80 percent of the costs being funded. A minimum of 20 percent co-financing is required. The goal is to strengthen social participation and coexistence in the districts. Applicants should submit their applications as soon as possible, preferably at the beginning of the last third of the previous year.

Community Gardens as Climate Protection: Long-Term Planning for the Future

The Community Garden Development Program 2026+ (KEK26+) has been adopted as a binding framework of action up to 2036. With a total volume of approximately 21.1 million euros and rental income of 19.4 million euros, the program is a long-term plan for the development of community gardens in Hannover. The costs also include personnel costs of 4.8 million euros. Two new positions are required. Cooperation with the District Association of Gardeners (Bezirksverband der Kleingärtner e.V.) is central. Community gardens are recognized not only as leisure areas, but also as a climate protection measure.

Infrastructure and Traffic: Enhancement and Safety

In March, several applications for the improvement of infrastructure were discussed. These include the enhancement of the Weddigen embankment with protection against illegal parking, the installation of bicycle rental parking spaces in the zoo district, the enhancement of the Friederikenplatz, and measures to ensure cleanliness in the Posttunnel. Further projects concern traffic safety at traffic light installations, such as in front of the Waldheim kindergarten, as well as speed limit markings in the Lerchenfeldstraße. The conversion of the Pilotystraße into a shared pedestrian and bicycle path was also discussed.

Culture, Education, and Politics: Diverse Debates and Projects

In addition to security and infrastructure, cultural and educational issues were also in focus. The renovation of the Stadtbibliothek Hildesheimer Straße and the planned renovation of the Grundschule Ahlem are examples of investments in education and culture. In addition, discussions took place on the renaming of streets, the condition of gravestones in green areas, and frost damage. In politics, there were personnel changes, including the reassignment of the Integration Advisory Board Döhren-Wülfel.
