Climate Protection and Heat Planning: Braunschweig Relies on District Heating

In March 2026, the city of Braunschweig intensified its focus on the decarbonization of the heating supply. In the Environmental and Green Space Committee, the Transformation Plan for the Decarbonization of the Heating Supply was presented. The goal is to establish a climate-friendly heating supply by 2040. The expansion of the district heating network plays a central role in this endeavor. The administration is coordinating pipeline construction and renovation measures on a street-by-street basis to optimize costs.

The current renovation rate is around 1%, while 2% would be desirable. Geothermal energy and hydrogen usage are being discussed as options for private and commercial users. However, the use of hydrogen is being economically evaluated, particularly for the central heating power plant.

BS Energy, as the basic utility provider, plays a key role. In addition, the administration plans an information tour through the district councils to inform citizens about the expansion of district heating.

Combating Tree Loss: Financing of Replanting in Question

Another central topic was tree loss within the city area. According to administrative surveys, Braunschweig lost 682 trees in 2024, but only 424 could be replanted. This signifies a clear negative trend. Trees make a significant contribution to climate protection: they cool the air, improve the microclimate, and promote biodiversity.

In the committee, a proposal from SPD and Alliance 90/The Greens was submitted to ensure the financing of replanting efforts. The administration was tasked with examining whether funds from budget remainders or reallocations could be made available. At the same time, the discussion centered on whether a 1-to-1 replanting without structural improvement would be meaningful. Experts emphasized that tree species selection is critical for the vitality of the tree stock.

Renovation of Bürgerpark and Theaterpark: Culture and Nature in Harmony

Alongside climate and heat topics, renovation measures in city parks were also in focus. In the Bürgerpark, the path system is being renewed for around 590,000 euros, financially supported by the state funding program "Flood Relief 2023." The measure is carried out in a tree-friendly manner and in coordination with heritage conservation. The goal is to restore the historical alignment of the paths and to enhance the park as an identity-forming element.

In the Theaterpark, the playground is being redesigned. The concept is based on the "Play and Movement Concept Braunschweig" and integrates a theme concept of an "interactive orchestra", linked to the State Theater. In this process, outdated play equipment is being replaced, new play areas are being created, and the sandbox area is being modernized.

Critical Discussions: Costs, Law, and Economic Viability

Discussions on the expansion of heating supply were not without tensions. Councilor Mundlos expressed concerns regarding the costs of the district heating network renovation and the willingness of property owners to connect. At the same time, the question of decommissioning costs for gas connections was discussed. Since the beginning of 2026, BS|Netz has been charging costs for decommissioning, which is politically controversial. A ruling by the Oldenburg Higher Regional Court considers the transfer of these costs to end customers as inadmissible, and the Federal Court of Justice has allowed an appeal.

As a shareholder of BS|ENERGY, the city of Braunschweig will seek solutions to enable cost-free decommissioning of gas connections when switching to heat pumps. The administration emphasized that economic viability plays a decisive role and that the property owner must ultimately choose the most economical solution.

Outlook: Braunschweig on the Path to Greater Climate Resilience

The decisions in March 2026 show that Braunschweig is actively moving toward achieving its climate goals. The expansion of the district heating network, the fight against tree loss, and the renovation of public parks are central components. In the coming months, the Transformation Plan for Heat Decarbonization will be published in mid-2026, and the examination of financing for replanting will be completed.

The city faces the challenge of aligning economic viability, environmental compatibility, and social acceptance. With a combination of technological progress, political will, and citizen participation, Braunschweig could become a model for other cities in climate protection.
