Nevertheless, important topics were addressed that provide insight into municipal budget management, investments, and donations.

Budget Surpluses: Transparency and Use

A central topic was the annual report on budget surpluses for the 2025 budget (proposal AN 0092/2025). Surpluses occur when funds are not fully spent by the end of a fiscal year. These funds are not simply left unused but can be allocated for future projects—however, only after a public report that informs the city council and the public.

The finance office reports on such funds every year voluntarily to ensure financial transparency. In the February 10 meeting, this report was discussed, and it will later be the subject of debate in the city council. The DIE LINKE. faction submitted the proposal, indicating that the clarification of budget surpluses is also politically relevant.

Donations for the Stralsund Music School

Another important topic was the acceptance of donations for the Stralsund Music School. Two cases were discussed regarding monetary donations:

1. 200.00 euros from the Friends and Supporters Association of the Stralsund Music School e.V. (proposal H 0006/2026): This donation will be made available to the music school without incurring additional costs for the budget. The funds will directly support the music school’s activities.
2. 150.00 euros from the Schwesternheimathaus Foundation (proposal from the previous year, VO_205648): This donation has already been approved and also does not impose any financial burden on the municipal budget.

Accepting donations is a means of supporting cultural institutions without burdening the budget. In Stralsund, this demonstrates a sensitive relationship with non-profit organizations and the promotion of cultural infrastructure.

Investments in Fire Department Equipment

One of the larger investments addressed in February concerned the delivery of fire department equipment:

• Personal protective clothing of performance level 2 for the professional fire department (proposal H 0004/2026): The estimated cost is 180,000 euros, and the delivery is planned for August 2026. The funds come from the 2025 budget.
• Aerial ladder truck with crane (proposal H 0005/2026): With an estimated cost of 1,200,000 euros, this is one of the larger investments of the month. The financing is sufficiently secured.

These investments show that Stralsund is committed to ensuring a safe fire protection system and is making the necessary funds available from the budget. At the same time, transparency is maintained, as all funding sources and budget positions are publicly disclosed.

The February decisions in Stralsund present a clear picture: The city is relying on transparency, cooperation with non-profit organizations, and targeted investments in safety infrastructure.
