In March 2026, the Committee for Youth, Education, Sport, Culture, Social Affairs, Seniors, and Housing held a decisive meeting that addressed several central topics on the municipality’s social and housing policy agenda. From the rent cap to the modernization of municipal housing and the future of child daycare – this month highlighted how closely housing and social issues are interconnected in Graal-Müritz.
Rent Cap and Rent Survey: A Step Toward Rent Security
The introduction of a rent cap in Graal-Müritz marks a milestone in local housing policy. With the new regulation from the state of Mecklenburg-Western Pomerania, which classifies Graal-Müritz as an area with a strained housing market, the rent cap now applies to new rentals. Tenants can now claim a maximum rent of ten percent above the local market rate.
Since Graal-Müritz does not have an official rent survey, it was decided to create a simplified rent survey in accordance with § 558c of the German Civil Code (BGB). This survey will serve as a reference guide without requiring scientific methods. The administration is tasked with gathering offers for its creation and determining a cost framework. Although the creation is not legally required, it is welcomed as a strategic measure to rationalize housing policy discussions and increase transparency.
Modernization of Municipal Housing: Balcony Construction and Social Responsibility
Another focal point of the March meeting was the modernization of a municipal housing complex. The municipality owns six apartments within a property owner association (WEG), in which a total of eight balconies are planned. The construction costs amount to approximately €198,231.85, with the municipality covering about €148,674.
To fairly distribute the costs, two models for the modernization fee were presented: a full fee of €2.70/m² and a socially cushioned variant of €2.00/m². The latter was ultimately approved. This measure is not only an investment in increasing living quality but also a step toward the long-term security of rentability and the improvement of housing conditions – especially for socially disadvantaged tenant groups.
Childcare: Stable Structures Despite Touristic Dynamics
In Graal-Müritz, a tourist-oriented coastal town, the availability of childcare places is a central issue. The daycare and after-school center “Kinderland” currently offers 188 places (30 for infants, 70 for kindergarten, 88 for after-school care) and is filled to 90–100 percent capacity. The childcare ratio is within the legally required range. A childcare provider offering home-based care is currently not available.
The youth welfare planning for the period 2025–2027 confirms the stability of the number of children in the municipality. The facility’s operator continues to maintain the existing operating license, and no structural adjustments are necessary. At the same time, the development in the after-school care sector will continue to be monitored, as minor fluctuations are anticipated.
Bürgerbus and Bürgertreff: Strengthening Social Inclusion
In addition to housing policy and family matters, social services were also in focus. The free Bürgerbus Graal-Müritz, introduced for the first time in 2025, reached a utilization rate of 23 percent of the planned budget. The administration recommended carrying over the unspent funds amounting to €3,848.47 into 2026 to further support the mobility of residents and visitors.
The Bürgertreff “Onkel Bräsig” remains a central meeting place for all age groups. Its annual report for 2025 was presented, and the premises are also used for events and private celebrations. The municipality emphasizes the importance of such services for social infrastructure, especially in a community with seasonal population fluctuations.
Outlook: Balancing Housing and Social Needs
The political decisions of March 2026 show how Graal-Müritz is addressing the challenges of housing development, social infrastructure, and family policy as a municipality. The introduction of the rent cap is a step toward rent security, the modernization of municipal housing with consideration for social fairness strengthens living quality, and the provision of childcare as well as social services such as the Bürgerbus and Bürgertreff contribute to quality of life.
In the future, it will be essential to continuously monitor and adjust these measures as needed. Especially in a tourist-oriented town like Graal-Müritz, where housing is often at the crossroads between permanent tenants and vacation homes, a smart, socially acceptable housing policy is indispensable.
